Blue Clarity is seeking a highly experienced Senior Procurement Analyst / Program Manager (PM) to lead the execution and oversight of a major acquisition support contract for the Air National Guard Readiness Center (ANGRC). This position serves as the single point of accountability for all program operations, team performance, and deliverable quality under the Acquisition & Contract Management Support Services (ACMSS) program.
The PM will oversee multiple acquisition workstreams—including procurement package development, acquisition forecasting, process automation, and performance reporting—ensuring compliance with FAR, DFARS, and NGB policies. The role requires strong leadership, deep understanding of federal acquisition lifecycle management, and proven experience implementing process improvements that reduce Procurement Administrative Lead Time (PALT).
Program Leadership and Oversight
- Serve as the authorized Contract Manager (CM) responsible for daily program operations, deliverable quality, and schedule compliance.
- Lead a multidisciplinary team supporting ~300 annual contract and agreement actions, ensuring efficient task execution and consistent results.
- Act as the primary liaison between BlueThree, the Contracting Officer (KO), and the Contracting Officer’s Representative (COR), ensuring transparency, timely communications, and proactive issue resolution.
- Oversee development, implementation, and updates of required deliverables including the Quality Control Plan (QCP), Contract Forecast, Property Management Plan, and Monthly Reports.
Acquisition Strategy and Governance
- Direct the preparation and review of complex procurement documentation (SOW, IGCE, Market Research, J&A, QASP, etc.).
- Implement category management principles and performance-based acquisition strategies aligned with ANGRC and NGB-AQ objectives.
- Govern PRS and KPI dashboards to ensure data integrity and measurable outcomes across acquisition functions.
- Lead Monthly Acquisition Review Working Groups (MAR WG), Contracting Requirements Validation Reviews (CRVR), and other senior-level meetings, producing timely and accurate documentation.
Risk, Quality, and Compliance Management
- Develop, monitor, and maintain internal performance and risk management systems.
- Ensure adherence to all security and compliance requirements including NIST SP 800-171, CUI, OPSEC, and AT Level I training mandates.
- Maintain audit-ready documentation in SharePoint and Paperless Contract File (PCF) systems per DFARS 4.8.
- Conduct regular internal audits to validate adherence to the Quality Assurance Surveillance Plan (QASP).
Leadership and Stakeholder Engagement
- Mentor, train, and evaluate project personnel and subcontractor performance.
- Manage subcontractor task integration and performance metrics in alignment with contractual requirements.
- Facilitate coordination among divisions and external mission partners to ensure acquisition readiness and timely submission of procurement actions.
- Required Qualifications
- Education: Bachelor’s degree in business, public administration, or a related field. Master’s degree or PMP preferred.
- Experience: Minimum of 10 years of DoD or federal acquisition experience, including 5 years at a headquarters or major command level.
- Knowledge Areas: Advanced expertise in FAR, DFARS, AFARS, and NGB-AQ acquisition policy.
- Leadership Skills: Demonstrated ability to manage contract staff, direct workflows, and ensure quality across multiple concurrent projects.
- Technical Skills: Familiarity with PIEE, EDA, VCE, SharePoint, Power BI, and data dashboarding.
- Security: Must hold or be eligible for a Tier 1 (T1) background investigation and Common Access Card (CAC).
- Certifications: DAWIA/FAC-C Level II or III preferred; PMP desirable.
