Title of Position: Senior Procurement Specialist

Position Type: Full-Time, Non-Exempt

Location: Glenwood Springs, Colorado

Pay Range: Hiring/Starting pay range is $39.72 - $45.67/hourly, based on experience.

Position Purpose:

The Senior Procurement Specialist leads complex procurement projects and partners with stakeholders to develop and implement sourcing strategies that align with organizational goals. This role requires advanced negotiation skills and in-depth knowledge of procurement best practices.

Essential Duties/Responsibilities:

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.

Strategic Sourcing & Supplier Development

  • Develop and execute sourcing strategies.
  • Lead the execution of the strategic sourcing methodology for high-value, complex requisitions.
  • Foster long-term supplier partnerships to drive value and innovation.
  • Analyze market trends and identify cost-saving opportunities.

Complex Procurement Projects

  • Manage high-value or strategic procurement activities and contract negotiations.
  • Collaborate with Federal Transit Administration (FTA), Colorado Department of Transportation (CDOT), and other grantors.

Contract & Risk Management

  • Draft, review, and negotiate complex contracts and master agreements.
  • Identify and mitigate procurement-related risks.

Policy Leadership & Compliance

  • Recommend updates to procurement policies and procedures.
  • Ensure procurement activities align with legal, regulatory, and ethical standards.

Stakeholder Engagement & Cross-functional Collaboration

  • Partner with Project Managers, Finance, Legal, and other departments to align procurement strategies.
  • Serve as a procurement advisor to internal teams on complex sourcing needs.
  • Lead training and development activities for procurement staff and user departments.

Mentorship & Process Improvement

  • Mentor and possibly directly supervise junior procurement staff.
  • Lead continuous improvement initiatives for procurement processes and tools.

Knowledge, Skills, and Abilities:

  • Expert knowledge of procurement strategies
  • Ability to learn and interpret FTA Circular 4220.1.G and State and local contract law.
  • Excellent negotiation and conflict resolution skills.
  • High proficiency in data analysis
  • Advanced skills in ERP systems and procurement analytics tools.
  • Ability to think strategically while managing day-to-day operations.
  • Strong interpersonal skills to influence stakeholders and build consensus.
  • Valid Colorado Driver's License required.

Qualifications:

Education:

  • Bachelor's degree required; professional certification (e.g., CPSM, CPPB, CPIM) preferred.

Experience:

  • 5–8 years of progressively responsible experience in procurement; government experience preferred.
  • Experience managing complex procurement categories or projects.

Working Conditions:

Works in a normal office environment where moderate physical activity is required, including handling objects up to fifty (50) pounds occasionally and/or up to twenty (20) pounds frequently. While the duties and responsibilities of the job require eight (8) hours per day at a minimum, Monday through Friday, the incumbent will be required to adjust his or her work hours day-to-day, week-to-week, and/or incident-by-incident, based on the procurement needs and demands.
