Senior Procurement Specialist - Bureau for Public Health

Nature of Work

The Procurement Specialist, Senior performs advanced-level procurement and contracting work to support the Bureau for Public Health (BPH). This position is responsible for researching, soliciting, clarifying, and expediting office and vendor information to prepare, issue, and renew a wide range of procurement documents, including Agency and Central Delivery Orders, Term Contracts, Master Agreements, and Purchase Orders in the wvOASIS system. Work is performed in compliance with Department of Health (DoH) and Department of Administration (DoA) procurement policies and procedures.

Duties and Responsibilities:

  • Create, issue, and renew exempt and non-exempt procurement documents in wvOASIS, including delivery orders, term contracts, master agreements, and purchase orders.
  • Track expiration dates of contracts to ensure timely renewals and prevent service interruptions.
  • Receive, log, track, and verify accuracy of purchase requests submitted by various BPH offices.
  • Maintain and update contract and purchase request logs with key information such as request data, process dates, dollar value, change orders, and expiration dates.
  • Collaborate with office staff and vendors to renew or re-bid contracts as needed.
  • Serve as a lead worker, providing training and guidance to new BPH purchasers on procurement policies, processes, and wvOASIS system procedures.
  • Review procurement documents prepared by staff for accuracy and compliance prior to submission.
  • Provide oversight and review of the work of Procurement Specialists embedded in program offices.

Minimum Qualifications:

Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.
AND
Experience: Three (3) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.
OR
Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years.
