STATUS: Exempt, Salaried, full time

LOCATION: Chicago, Illinois (Hybrid/Remote)

SALARY RANGE: $60,170 - $91,070 (commensurate with experience)

Our Emergency Fund program provides critical financial assistance to people experiencing, or at risk of, homelessness or another serious emergency. We quickly provide payments on a person’s behalf for things like rent, utilities, or even bus passes.

Through our Community Partnerships program, we serve as the backbone of Chicago’s city-wide response to homelessness. We partner with more than 40 agencies and lead them through a year-round research, evaluation, strategic planning, and federal funding application process.

We manage the Homeless Management Information System (HMIS) database, which contains data on Chicagoans experiencing, or at risk of, homelessness and the services they receive. We analyze and disseminate the data to drive discussion, set strategy, and make policy and funding decisions on the federal and local levels.

We provide trainings, workshops, research, and analysis to help our partners apply proven strategies to prevent and end homelessness in Chicago even more effectively.

Position Summary:

The Senior Program Manager, Research & Evaluation is a key member of the Data & Performance team as well as cross-departmental teams at All Chicago. The position is responsible for promoting system performance improvement and managing research partnerships at All Chicago, as well as developing infrastructure to evaluate the effectiveness of programs. Responsibilities include: overseeing and advancing structures to monitor system performance and apply performance improvements; facilitating effective data planning and program measurement designs; managing research partnerships that use HMIS data; analyzing and translating data for diverse audiences using visualizations and reports.

The ideal candidate will have excellent coaching, strategy, data analysis, and facilitation skills, with a strong background in research and evaluation. The position works closely with the HMIS, monitoring, and program teams at All Chicago, as well as stakeholder groups within the Continuum of Care, to build infrastructure and capacity to use data to drive decision making to improve services for people experiencing homelessness in Chicago.

Data Analysis: Able to clean, transform and analyze large data sets, draw understanding from the data, and make it come alive for diverse audiences.

Strategy & Planning: Identifies and anticipates needs and creatively and efficiently develops strategies to meet those needs and those of the organization. Ability to strategically develop a long-term plan for a work area and identify the means and capacity to execute it.

Research & Evaluation: Proven skills in program evaluation and research, including planning research design, theories of change, logic models, and data plans.

Responsibilities:

System Performance Management

  • Oversee the Continuum of Care continuous quality improvement process for system performance.
  • Work closely with the HMIS team to advise on data collection and report design, including public facing reports and report requests.
  • Manage system performance reporting activities, ensuring delivery of accurate and timely reports and communication activities such as webinars.
  • Drive the work of, facilitate, and perform administrative functions for committees of the Continuum of Care.
  • Develop appropriate performance measures for different project types, such as shelter and outreach.

Research & Evaluation

  • Oversee the research agenda and research portfolio that leverages HMIS data, for both the CoC and All Chicago.
  • Serve as thought partner with programmatic staff at All Chicago to design RFPs and select partners for new research studies.
  • Develop theories of change and logic models in partnership with programmatic staff to outline key outputs and outcomes for project performance to support continuous improvement. Support program staff to develop and implement data and evaluation plans.
  • Develop and implement plans to enhance All Chicago staff and the CoC’s data engagement skills.

Administration and Other Activities

  • Work closely with the Director of Performance & Capacity Building to oversee the development and implementation of strategic team objectives and ensure they are aligned with the organization and direct reports’ planned work.
  • Serve as a team leader and liaison with other teams, communicating effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support.
  • Lead, mentor, and supervise assigned staff, interns and AmeriCorps VISTA members. Conduct supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires and twelve-month performance evaluations for all direct reports.
  • Manage a high performing project team, ensuring succession plans are in place.
  • Write position descriptions and lead the hiring, and if necessary, conduct disciplinary and other personnel actions in accordance with personnel policies, for all direct reports.
  • Actively participates in department, committee, and staff meetings.
  • Assists with All Chicago events and other activities as assigned.
  • Other duties as assigned.
Requirements:

Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following:

    • Master’s degree in social work, psychology, social justice or a social science or related field is required. An equivalent combination of education and experience will also be considered.
  • 5+ years of experience working with government, non-profit, or human service data collection, reporting, and/or research.
  • 5+ years of experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
  • Experience consulting with research leaders on project scope and feasibility.
  • Experience consulting on the design and implementation of research studies.
  • Ability to work with sensitive information while maintaining confidentiality.
  • Knowledgeable of regulatory requirements in conducting research.
  • Experience with HUD-funded programming, HUD regulations (especially HEARTH Act), Coordinated Entry and/or the Homeless Management Information System (HMIS) is preferred.
  • Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
  • Skills in data analysis and data visualization.
  • Ability to prioritize, meet deadlines and manage changing priorities.
  • Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
