We are currently seeking an experienced and highly detail-oriented Senior Proposal Specialist to lead and support the development of high-quality, compliant, and compelling proposals for federal, state, municipal, and commercial solicitations. Working closely with the Chief Revenue Officer, operations team, and technical subject matter experts, this role will manage complex proposal efforts from opportunity evaluation through final submission, while helping strengthen proposal processes, tools, and overall quality across the organization.
The ideal candidate will bring significant proposal management and writing experience, exceptional attention to detail, strong organizational and communication skills, and the ability to work both independently and collaboratively. This person must be dependable, proactive, and personally committed to producing high-quality work product, driving proposal excellence, and supporting ECC’s continued growth and success.
This is an in-office position based in either our Anchorage, Alaska or Oklahoma City, Oklahoma office, with occasional flexibility for remote work.
Essential Duties & Job Functions:
Proposal Management
- Lead and coordinate the full proposal lifecycle, from opportunity tracking through submission and post-submission follow-up
- Review, analyze, and interpret RFP/RFQ requirements to develop compliance matrices, proposal outlines, writing templates, and response strategies
- Develop proposal schedules, assign responsibilities, track deadlines, and facilitate kickoff meetings, go/no-go discussions, strategy sessions, and cost reviews
- Analyze solicitations and amendments to identify revised requirements and update proposal strategy and documentation accordingly
- Collaborate with proposal contributors, reviewers, and cost estimators to ensure timely completion of tasks and delivery of compliant, high-quality proposals
- Maintain and update CRM and opportunity tracking systems throughout the proposal lifecycle, including pursuit records, forms, and related templates
- Support post-submission activities including debriefs, file management, and proposal data collection
- Help improve proposal systems, templates, workflow, and best practices to support long-term success
Content Development & Editing
- Write, edit, and tailor technical and non-technical proposal content to ensure it is compliant, strategic, compelling, and aligned with ECC standards
- Draft and submit timely responses to RFIs and sources sought notices
- Translate complex environmental concepts into clear, client-focused messaging, and revise third-party contributions as needed to meet solicitation requirements
- Create or assist with sample job plans, standard operating procedures, and other proposal support materials as needed
- Develop proposal review packages, evaluate reviewer feedback, and lead incorporation of review comments
- Perform quality reviews and final document preparation, including editing for grammar, spelling, factual accuracy, clarity, formatting, and consistency with ECC standards
- Maintain and update proposal boilerplate, resumes, project descriptions, and templates
Strategy & Collaboration
- Support win strategy development, including win themes, differentiators, and value propositions
- Collaborate with environmental scientists, project managers, subject matter experts, teaming partners, and operations staff to develop strong, responsive proposals
- Track proposal metrics, support continuous improvement efforts, and provide guidance or training to proposal team members and CRM users as needed
- Support strategic business development and other special projects as assigned
Marketing & Business Development Support
- Assist in identifying growth opportunities through market research and opportunity tracking resources
- Support development of qualifications packages, capability statements, and other marketing materials
- Assist with client, market, and competitor research as needed
Preferred Requirements:
- BA/BS from an accredited college or university in related field such as Marketing, Journalism, Business, Environmental Science, etc.
- 4+ years of relevant experience in proposal coordination/project management
- 5+ years of related A/E industry, environmental consulting, federal government contracting experience
- Demonstrated experience responding to broad range of proposals, from quick-turn task orders to large-scale complex IDIQs. Experience with Federal, State, or municipal RFPs/RFQs, IDIQ MATOC RFPs, SATOCs, SF330 proposal requirements, etc.
- Understanding of and experience with Federal Government procurement practices including basic understanding of FAR requirements and standard Federal Government Solicitation organization
- Experience with GovTribe, SAM.gov, GSA, Procurement Integrated Enterprise Environment (PIEE) systems and ProjNet are helpful
- Exceptional technical writing, editing, and proofreading skills with strong attention to detail
- Strong organizational, project management, and administrative skills, including the ability to complete varied work tasks on schedule, and lead deliverable efforts by others; and the proven ability to manage multiple pursuits simultaneously.
- A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
- Expert level proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat Pro, and experience with Desktop Publishing products for graphics and advanced design elements
- Understanding and working knowledge of CRM such as Unanet, Deltek, Salesforce, or similar is preferred.
- Foundation level or higher Association of Proposal Management Professional (APMP) Certification is preferred.
- Responsible and reliable with initiative and personal commitment to the quality of their work.
- Ability to pass pre-employment background checks and drug screening including marijuana
