Summary: Leader, collaborator, and content expert responsible for guiding, developing and implementing cross-program, cross-sector solutions to state and territorial health public health issues and concerns, with an emphasis on private/technology partnerships, business development, governmental public health advancements, public health and health care integration, and innovation solutions. Leads efforts to modernize the public health data and technology ecosystem through expanding innovation solutions and partnerships, both for ASTHO and state/territorial health agencies. Provides oversight to ASTHO’s leadership/meetings operations and public health infrastructure work and continues work integrating these workstreams with larger strategic goals. Works to strengthen state and territorial health agency capacity to develop and implement new and innovative public health approaches with traditional and non-traditional partners through novel applications of artificial intelligence, leveraging design thinking and other innovative problem-solving methods. Leads, collaborates, and facilitates internal and external buy-in of innovative, integrated, cross-program cooperation by including appropriate internal and external partners in innovation opportunity/issue identification, solution development and implementation planning. Collaborates with a wide range of organizations or groups including ASTHO affiliates, ASTHO Alumni Society, federal agencies, health care system partners, the Public Health Accreditation Board, National Association of County & City Health Officials, American Public Health Association, funders, national health care provider associations, national business organizations, corporations, other sector state agency leader associations, think tanks, and many others.

Principal Functions:
Leads the Leadership, Infrastructure, and Transformation (LIT) Division at ASTHO, which comprises 4 units each overseen by a vice president. These include (1) Public Health Data Modernization & Informatics , (2) Public Health Infrastructure and Workforce, (3) Leadership and Meetings; and (4) Strategic Business Development and Partnerships.
- Serves as a key executive leader in ASTHO’s business development and partner diversification strategy
- Provides executive oversite into the implementation of ASTHO’s strategic plan and goals specific to the division
- Represents ASTHO with external partners, including healthcare, private, and technology industry
- Establishes and maintains partnerships with appropriate federal agencies, national organizational partners, funders and non-traditional public health partners at the state, regional and national level
- Provide visionary leadership for the organization’s business development strategies
- Leads cross-sector, cross-program and interdisciplinary efforts both externally and internally to assess, develop and implement innovative solutions to complex, modern public health challenges, including technological infrastructure modernization and transformative engagement with health care and other sectors, for state and territorial agencies
- Leads and provides technical and capacity-building assistance to state and territorial health agencies specific to these cross-program solutions and how they are implemented in diverse jurisdictions
- Leads strategic engagement with private sector partners via multiple ASTHO initiatives to leverage market insights and private sector practices to improve public health system performance
- Leads efforts to strengthen public-private partnerships to advance, and transform the work of public health agencies
- Collaborates with ASTHO staff including the CEO, senior vice presidents, vice presidents, senior directors and staff members to develop cross-program, cross-sector solutions as issues and opportunities are identified
- Clearly defines roles and responsibilities of cross-program, cross-sector solutions, and clearly articulates vision for success and associated outcome performance measures
- Maintains situational awareness of relevant research, policies, and practices pertaining to health care, technology, data, and other sectors
- Contributes to organizational planning, strategic planning, and project management of relevant program areas
- Represents ASTHO at external meetings and conferences as appropriate
- Supervises and provides executive oversite of the 4 VP led units within the Division
- Monitors and evaluates project activities to include establishing performance measures, collecting and analyzing data, and determining areas for continuous improvement
Qualifications:
- MD or Doctorate in public health with public health leadership experience or executive business experience in a relevant field preferred, or Master's degree in public health, business, healthcare administration, technology or informatics, or advanced degree in a similar field with recognized governmental or association leadership experience
- Minimum 10 years of experience in public health or relevant business efforts with health and multi-sector leadership, collaboration, and extensive leadership and partnership experience
- Expertise and experience in healthcare and technology partnerships and collaboration
- Extensive knowledge of a range of public health issues and policies at the local, state, and/or federal level
- Knowledge of association or membership organization environments
- Demonstrated ability to handle complex assignments autonomously
- Ability to handle confidential and sensitive information and interface with the highest level of internal and external stakeholders
- Excellent written and oral communication skills, including report writing and giving formal presentations

- Excellent ability to present, explain, and share complex ideas in a variety of formats for different audiences
