Site Project Director

The Site Project Director (SPD) is the senior leader responsible for the successful execution of BWCC construction projects from preconstruction through turnover. The SPD oversees all site‑level project execution, ensuring safety, quality, cost, and schedule performance. This role leads and directs a team of Project Managers and site execution personnel, coordinates multidisciplinary construction activities, and serves as BWCC’s senior representative for client, contractor, and stakeholder interactions at the site.

Reporting to the Vice President & General Manager, the SPD ensures that all work is delivered in alignment with BWCC standards, contract obligations, and regulatory requirements, while fostering a high‑performance culture that prioritizes safety and operational excellence.

1. Leadership, Planning & Oversight

  • Develop and own the site project execution strategy including schedule, cost, risk, and change control.
  • Lead stage gate reviews and develop project risk registers.
  • Provide leadership and direction to all Site Project Managers, ensuring alignment of their work across scopes and phases.
  • Maintain BWCC’s reputation for exceptional client service, construction quality, and safety excellence.

2. Site Project Manager Oversight & Leadership

The Site Project Director provides direct leadership, guidance, and performance management for all Site Project Managers assigned to the project or site portfolio. This includes:

  • Supervising all Site Project Managers and ensuring their work aligns with BWCC standards, project objectives, and contractual requirements.
  • Assigning Project Managers to specific scopes, phases, or work packages based on experience and project needs.
  • Providing coaching, mentoring, and professional development to support PM competency growth.
  • Reviewing Project Manager performance related to safety, quality, schedule, cost, client communication, and adherence to company processes.
  • Ensuring consistency in project controls, reporting, forecasting, risk management, and change control across all PM-led scopes.
  • Serving as the escalation point for Project Managers when resolving technical, commercial, or schedule conflicts.

3. Governance, Permitting & Compliance

  • Ensure all required permits are obtained and maintained.
  • Oversee environmental compliance and site safety obligations including OSHA, confined space, hot work, and lifting procedures.
  • Ensure testing and inspection plans (ITPs, weld mapping, NDE, pressure testing) meet all contractual and regulatory standards.

4. Safety & Quality Leadership

  • Champion BWCC’s “Safety is our TOP priority” culture.
  • Conduct audits, verify JHAs, and manage leading/lagging indicators.
  • Oversee QA/QC program execution including submittals, RFIs, NCRs, punchlists, and turnover documentation.

5. Procurement & Contract Management

  • Direct procurement strategies, subcontractor selection, and material logistics coordination.
  • Oversee administration of prime contracts and subcontracts.
  • Resolve commercial or contractual conflicts and ensure compliance with all terms.

6. Field Execution & Construction Coordination

  • Oversee daily field construction activities through Site Superintendents and Project Managers.
  • Manage lookahead schedules and constraint resolution processes.
  • Coordinate multidisciplinary construction involving civil, structural, mechanical, electrical, piping, and I&C.
  • Establish and lead the site project team upon contract award and mobilization.

7. Stakeholder Management & Communication

  • Serve as the senior BWCC leader for clients, community officials, utilities, and local authorities.
  • For projects executed in conjunction with additional B&W entities, responsibilities include supporting the overall project execution expectations and working collaboratively as a team
  • Conduct OAC meetings and deliver weekly project status reporting and executive dashboards.
  • Support estimating during RFQs or proposals with constructability and execution planning input.

8. Commissioning & Turnover

  • Oversee systemization, pre‑commissioning, commissioning execution, SAT/FAT coordination, and turnover documentation.
  • Ensure successful execution of performance tests and operational handoff.
Qualifications
  • Bachelor’s degree in engineering, construction management or related field, or a minimum of 10+ years of experience as an on-site Project Manager
  • Demonstrable knowledge of commercial construction trades and proven experience in both project management and estimating disciplines
  • Managed the successful delivery of multiple, multi-year projects with $3M+ budgets, 1-2 year project timelines, and many stake holders
  • Experience in managing large projects involving engineering, procurement, and construction
  • Familiarity with Primavera scheduling tools
  • Ability to work as a team member on projects with an aptitude for problem solving
  • Organized and detail oriented
  • Able to manage time effectively and prioritize responsibilities
  • Positive presence and effective communication skills, both written and verbal
  • Ability to work independently, self-starter, and motivator
  • Speak, read, and write English, and French would be an asset
  • Familiarity with boilers and steam generating equipment
  • Must have and maintain a valid driver’s license
  • Must be able to work according to our customers schedules which may include weekends / after hours.
  • Must be able to wear proper PPE for the job
  • Experience with, or a willingness to learn, equipment operations
  • Familiarity with ASME, NFPA and related codes, welding procedures
  • Ability to read, write, and understand contract language, contract drawings, and contract specifications
