Social Services Manager - Adult Services

The Position

OPEN UNTIL FILLED; APPLICATIONS WILL BE REVIEWED EVERY TWO WEEKS.

Beltrami County is creating an eligibility list for a full-time, benefited Social Services Manager to lead our Adult Services unit. The successful candidate will perform difficult professional work managing and overseeing County social service programs and related work as apparent or assigned. Work is performed under the general direction of the Social Services Division Director. Continuous supervision is exercised over Social Workers, Social Worker Leads, and Case Aides.

Preferred hiring range is $41.35 to $45.53 per hour with a full range of $41.35 to $53.42 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.

  • Bachelor's degree in social work, behavioral science, or a related field.
  • Three years or more of experience in social work practice at a supervisory level.
  • Valid MN driver’s license.

Essential Functions
  • Manages a variety of County social service programs and provides oversight; ensures that County social services programs meet or exceed state requirements and provide the designated services to residents.
  • Provides direct supervision of professional and para-professional staff, including hiring, coaching, discipline, and work assignments.
  • Works with staff and service providers to ensure client and provider needs are met.
  • Assists in the development of strategic plans for the agency.
  • Assists in the advocacy of community social services to meet the needs of clients per state regulation.
  • Participates in agency budget development review and management.
  • Reviews and authorizes social service billing and court petitions.

Knowledge, Skills and Abilities
Comprehensive knowledge of principles and methods of social service administration; comprehensive knowledge of human behavior essential to working effectively with individuals and groups; comprehensive knowledge of current social, economic, and health programs; comprehensive knowledge of Federal, State and local welfare policies and programs, and the laws on which they are based; ability to plan, organize and direct a large staff of professional and nonprofessional employees; ability to analyze complex data and develop comprehensive courses of action; ability to express complex ideas effectively, orally and in writing; ability to establish and maintain effective working relationships with County officials, associates community agencies, the public and various community officials.

Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work frequently sitting, using hands and fingers in repetitive motions and occasionally requires standing, walking, speaking or hearing, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work occasionally requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
