Solid Waste Specialist
Performs specialized work, with designated lead worker responsibility, in the operation of solid waste residential operations; knowledge in administering and enforcing city ordinances, solid waste rules, and the provision of services pertaining to the residential collection of solid waste.
Employee has no supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
CORE COMPETENCIES:
Assist Supervisor in the coordination of the collection of residential municipal waste, brush, yard waste, and special collections, such as white goods, bulky waste, construction and demolition (C&D) material, and excess garbage; monitors and ensures operators compliance with operating rules and procedures.
Ensure all collection routes are operating daily, efficiently, reliably, on time, and in a safe manner; estimates and charges fees for special collection services; coordinates the collection of billing and ensures the data is properly input into charging system.
Enforces city ordinances, solid waste rules, and operating procedures related to the collection of solid waste; responds to the general public concerning complaints, requests for information, or other inquiries relative to the provision of solid waste services, policies, procedures, or ordinances; uses the Solid Waste Division’s “Tag” system to enforce or correct collection infractions at the curb, such as overloaded containers, improper placement of containers at curb, unauthorized waste or items in container, and container or other waste at curb at the times not authorized.
Knowledge of each type of waste collection vehicle used; ability to operate and train staff safely on various equipment used in collection of residential municipal solid waste; assists drivers/operators with any problem or situation encountered on a collection route, as required or directed; Serves as back-up operator of the rear-loading, side-loading, and/or flatbed/crane vehicle.
Promotes and enforces the safety program; complies with all City and departmental safety rules, policies, and procedures; ensures staff is knowledgeable and adheres to safety precautions and regulations related to the operation of equipment; personal protective equipment and clothing are used, and that staff complies with safe working controls; complete reports on all accidents or injuries of staff and ensures all information is reported to the Safety Officer immediately.
Effectively works together to meet the needs of the community and City through superior customer service, commitment and integrity; responds to the general public concerning complaints, requests for information, or other inquiries relative to the provision of solid waste services, policies, procedures, or ordinances.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and comply with City of Killeen driving policy accordingly.
Performs other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
1. Graduation from high school or equivalent; and
2. One (1) year of experience in solid waste or related operations.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Ability to communicate effectively orally and in writing;
2. Knowledge of principles, practices, methods and equipment applicable to modern solid waste utility management.
3. Skill in the operation of the listed tools and equipment;
4. Ability to establish and maintain effective working relationships with employees, city officials and general public;
5. Ability to maintain regular and punctual attendance.
1. Must have a valid Texas CDL (Class B) License by date of hire.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
