Job Summary:

The Contract Analyst supports procurement activities and contract management within the Results Management Office. This role leads RFx processes, negotiates vendor agreements, ensures compliance with organizational policies, and drives sourcing strategies aligned with business objectives. Using data-driven analysis, the analyst evaluates vendor performance, mitigates risk, and informs strategic decision-making.

Essential Functions:

Bidding Process Management:
  • Manage end-to-end procurement processes, including developing, issuing, and evaluating RFIs, RFPs, and RFQs, and presenting recommendations.
  • Serve as a trusted liaison between departments and Results Management, routinely engaging stakeholders.
  • Facilitate supplier and business partner meetings to discuss progress, barriers, and new opportunities.
  • Evaluate vendor proposals for compliance, value, and alignment with organizational needs.
  • Support the selection process through scoring, analysis, and leadership recommendations.
  • Assist in developing specifications for equipment, products, or substitute materials.
Sourcing Analysis:
  • Act as a primary sourcing contact for projects, programs, services, and major suppliers.
  • Analyze sourcing options, supplier capabilities, and market conditions to identify strategic opportunities.
  • Research and onboard vendors, assessing performance, pricing, and quality.
  • Monitor vendor compliance and support continuous improvement initiatives to reduce costs.
  • Conduct vendor interviews and reference checks, including financial stability reviews using sources such as BBB and Dun & Bradstreet.
  • Create sourcing and contract performance dashboards using Excel, Power BI, or similar tools.
Contract Negotiation and Administration:
  • Represent the organization in negotiating supplier contracts and policies.
  • Align contract terms with project deliverables and timelines.
  • Manage vendor relationships and the full contract lifecycle, ensuring compliance and risk mitigation.
  • Maintain a centralized contract repository and oversee renewals, expirations, and amendments.
  • Analyze contracts for partnership improvements, including discount or early payment opportunities.
Risk Management:
  • Collaborate with Legal, Finance, and IT to identify and minimize supplier risks.
  • Resolve issues independently or escalate when necessary.
  • Ensure procurement activities comply with laws and internal policies.
  • Report policy violations to leadership as appropriate.
Strategic Alignment:
  • Align sourcing strategies with project requirements and organizational goals.
  • Maximize cost savings and cash flow by coordinating strategic sourcing efforts.
  • Propose actionable recommendations to strengthen long-term outcomes.
  • Support smooth transitions during vendor or system changes.
Other Duties:
  • Serve as backup to all critical department responsibilities and perform other duties as assigned.

  • Proficiency with Excel, ERP systems, contract management platforms, and related tools.
  • Knowledge of basic Accounting and Finance principles to support sourcing and contract decisions.
  • Ability to manage multiple contracts and sourcing initiatives in a fast-paced environment.

  • High ethical standards and commitment to transparent procurement practices.
Education and Experience:
  • Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field, or equivalent combination of education and experience.
  • Minimum of 5 years of experience in contracts management, sourcing, or RFx administration.
  • Experience in RFP development, bid evaluation, vendor negotiation, and results-driven contract strategies.
  • Strong understanding of sourcing strategies, negotiation tactics, risk management, and contract lifecycle management systems.

Physical Demands:
