Specific Core Function
Performs all tasks related to the administration, coordination, and oversight of specialized student transportation services including out-of-district placements, students with disabilities, McKinney-Vento eligible students, and other mandated transportation services. Ensures safe, efficient, compliant, and fiscally responsible delivery of specialized transportation services in accordance with School District policy, state and federal regulations, and budgetary guidelines.
Minimum Qualifications and Requirements

High school diploma or equivalent required; Associate’s or Bachelor’s degree preferred

Possession of or ability to obtain CDL-B with Passenger and School Bus Endorsements
-
Minimum three (3) years of supervisory experience in transportation, logistics, or pupil transportation- specialized transportation experience preferred

Demonstrated knowledge of IDEA, McKinney-Vento, Section 504, and ADA transportation requirements
-
Strong organizational, analytical, and communication skills
-
Demonstrates attention to detail when reviewing and reconciling invoices to ensure fiscal accuracy and contractual compliance
-
Experience managing vendor contracts and service agreements preferred

Ability to manage confidential student information in compliance with FERPA

Possession of or ability to obtain New Hampshire School Bus Certificate

Possession of or ability to obtain New Hampshire School Bus Instructor Certificate

Oversees daily specialized transportation routing, scheduling, and service delivery
-
Coordinates transportation for students with IEPs, 504 Plans, and other legally mandated services
-
Acts as liaison between Special Education, Student Services, Homeless Liaison, and school administrators
-
Ensures all transportation accommodations align with IEP documentation and legal requirements
-
Responds to route changes, emergency situations, and parent concerns in a timely manner
-
Monitors vendor performance to ensure safety, timeliness, and compliance
-
Monitors ridership to ensure accountability and maximize route efficiency
-
Coordinates with neighboring school districts regarding existing and potential route sharing opportunities
-
Performs other duties as assigned to support efficient and safe transportation services
-
Ensures compliance with IDEA, ADA, McKinney-Vento, and state pupil transportation laws
-
Maintains required documentation for audits, state reporting, and due process proceedings
-
Participates in manifestation determinations and IEP meetings when transportation is a related service
-
Collaborates with district legal counsel as needed
-
Monitors and manages the specialized transportation budget
-
Reviews and reconciles vendor invoices for accuracy and contractual compliance
-
Assists in budget tracking and forecasting
-
Identifies cost-containment strategies while maintaining compliance and service quality
-
Provides monthly expenditure reports and projections to the Assistant Superintendent

Oversees contracts with specialized transportation providers
-
Conducts performance reviews and compliance monitoring
-
Recommends contract renewals, modifications, or RFP processes as necessary
-
Ensures appropriate insurance, licensure, and safety documentation is current
-
Provides oversight of specialized transportation routes and monthly clerical submissions
-
Collaborates with the Director of Transportation on shared personnel matters
-
Counsels and disciplines staff and vendors in accordance with district policies
-
Ensures training in student confidentiality, de-escalation, and student-specific transportation needs

This is a non-affiliated 228-day salaried position requiring a minimum of 40 hours per week, including evening, weekend, and holiday work as necessary. Position is on-call as required to ensure operational continuity.
