The Sr. Evaluation Analyst will support CBH performance evaluation activities by producing both routine and ad hoc data analyses and reports associated with CBH’s quality initiatives defined by OMHSAS, including Performance Improvement Plan (PIP) and Program Evaluation Performance (PEP) efforts as well as National Committee for Quality Assurance (NCQA) and other Quality Management initiatives. The Sr. Evaluation Analyst will provide critical analyses and interpretation of data and will present executive summary reports of these analyses to CBH senior leadership and contribute to the narrative of CBH’s State reporting requirements. This position reports to the Supervisor of Data Analytics in CBH’s Data Analytics department, under the Operations division, with the majority of the incumbent’s work supporting the evaluation and reporting needs of CBH’s Quality Management Performance Evaluation department.

In addition to producing routine and ad hoc analyses, this role is responsible for shaping evaluation questions, applying appropriate methodologies, and translating complex data into actionable insights that inform executive decision-making, quality improvement, and equitable outcomes for CBH members.

The Senior Evaluation Analyst provides critical interpretation of analytic findings, develops executive-level summary reports, and contributes to the narrative of CBH’s state and accreditation reporting requirements. This position reports to the Supervisor of Data Analytics within the Data Analytics Department (Operations Division), with the majority of work supporting the evaluation and reporting needs of CBH’s Quality Management Performance Evaluation team.

Essential Functions:

  • Collaborate with stakeholders to define evaluation questions, analytic approaches, and success metrics
  • Manage multiple high priority evaluation projects.
  • Develop technical specifications and analytic datasets to support evaluation and quality measurement activities
  • Analyze and synthesize claims data to examine existing and potential trends in quality performance metrics for performance evaluation activities.
  • Use accepted methodologies for evaluation analytics to provide data-informed recommendations for CBH and DBHIDS leadership.
  • Apply accepted evaluation, statistical, and analytic methodologies to produce rigorous, defensible findings
  • Translate analytic results into clear, actionable recommendations for CBH and DBHIDS leadership
  • Develop and present executive-level summaries, dashboards, and presentations to senior leadership and committees
  • Participate in cross-departmental workgroups as an analytic subject-matter expert
  • Incorporate health equity, population health, and disparity considerations into analyses where appropriate
  • Provide informal guidance and analytic consultation to peers and junior staff, reflecting senior individual contributor responsibilities.

Position Requirements:

  • Education: Bachelor’s degree required in social sciences, public health, health informatics; Master’s Degree preferred
  • Relevant Work Experience: At least three (3) years experience in data and statistical analysis, program evaluation, and methodology

Skills:

  • Preferred for this role: an understanding of national quality metrics (i.e.: HEDIS) and HealthChoices reporting requirements
  • Required for this role: proficient in data and statistical analytic tools (i.e.: R, SPSS, Python)
  • Familiarity with geospatial software and analysis (i.e.: ArcGIS) and data visualization platforms (Power BI)
  • Familiarity with Data Warehouse or Relational Database and SQL is strongly preferred
  • Ability to translate business requirements into technical and analytical requirements
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office suite of products, particularly Excel and PowerPoint
  • Healthcare / health insurance experience in behavioral health/social science is required

Philadelphia Residency Requirement:

  • The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
