Position Description

Title: Senior Human Resources Generalist (Exempt) Direct Reports to: Office Manager
Secondary Reports to: Regional Vice President / Executive Leadership
FLSA Status: Exempt Location: Santa Rosa, CA – On-site, full-time

Position Summary

The Senior HR Generalist provides lead-level support for all aspects of human resources, balancing hands-on administration with independent judgment and discretion in managing employee relations, compliance, leave management, and HR operations. This role bridges the gap between a Generalist and Manager, ensuring consistent HR practices across the agency while also providing direct supervision of the HR Assistant.

Key Responsibilities

  • Employee Relations: Serve as first point of contact for employee issues; investigate concerns, advise supervisors, and escalate to leadership as appropriate.
  • Compliance & Policy: Maintain employee handbook and HR policies; ensure compliance with federal, state, and local regulations (EEO, wage/hour, leave laws, etc.).
  • Leaves & Accommodations: Administer FMLA, CFRA, ADA, and other leave programs; coordinate with supervisors and employees to ensure compliance.
  • Recruitment & Onboarding: Partner with managers to post, screen, and interview candidates; oversee new-hire onboarding and orientation.
  • Payroll & HRIS Liaison: Review timekeeping, manage HRIS updates, and coordinate payroll changes with Finance.
  • Performance & Training: Track performance reviews, support corrective action processes, and coordinate employee development/training initiatives.
  • Supervision: Directly supervise the HR Assistant, including task assignment, training, coaching, and performance evaluation; ensure HR support functions are carried out accurately and in compliance with policy.
  • Audit Readiness: Prepare HR files, records, and documentation for internal and external audits (County, State, CARF, Joint Commission).
  • Projects: Lead or support HR-related initiatives, including DEI, retention strategies, and wellness programs.

Key Performance Indicators
  • Employee Relations: Response to staff concerns within 48 hours; >90% resolution without escalation.
  • Compliance: Zero findings in HR-related County/State audits.
  • Leaves Management: 100% accuracy in tracking and timely processing of leave requests.
  • Recruitment: Average time-to-fill positions reduced by 15% within first year.
  • Performance Reviews: 95% of annual evaluations completed on time.
  • Training: At least 2 HR compliance trainings delivered annually to supervisors/staff.
  • Supervision: Demonstrated effective supervision of HR Assistant, with timely performance review completion and ongoing coaching.

Minimum Qualifications

Education: Bachelor’s degree in HR, Business Administration, or related field preferred; equivalent work experience accepted.
Experience:
  • 4–6 years progressive HR experience, including employee relations, compliance, and leave administration.
  • Prior nonprofit or healthcare HR experience preferred.

Knowledge/Skills:

  • Strong knowledge of CA employment law, wage/hour compliance, and leave regulations.
  • Ability to exercise independent judgment on significant personnel and compliance matters.
  • Proficiency with HRIS and Microsoft Office Suite.
  • Excellent interpersonal, organizational, and communication skills.
Certifications (preferred): PHR, SHRM-CP, or equivalent.
