Position Summary

APV is seeking a Senior eOPF Specialist to provide advanced support to DHS OCHCO and component HR offices on the management of electronic Official Personnel Folders. The Senior Specialist owns assigned eOPF program areas, leads quality assurance and audit support, processes complex reconstructions and inter-agency transfers, and serves as a senior point of contact for HR partners, NFC, OPM, and component HR leadership.


This role requires deep working knowledge of the OPM Guide to Personnel Recordkeeping, the Privacy Act, 5 CFR Part 293, and DHS records policy. The Senior Specialist drafts SOPs, builds operational reports, mentors journeyman specialists and HR assistants, and coordinates complex Privacy Act and FOIA responses involving personnel records in partnership with the DHS Privacy Office and OGC.


Duties

Folder Integrity & Quality Assurance

  • Lead recurring QA reviews of eOPFs across assigned populations to verify completeness, accuracy, indexing quality, and policy compliance.
  • Apply standard scoring rubrics, document findings, and drive corrective actions with HR partners and originators.
  • Identify recurring filing or indexing gaps and recommend SOP, training, and template improvements.
  • Serve as a senior reviewer for complex filing decisions, including permanent versus temporary categorization, document type assignment, and folder routing.
  • Support OPM personnel recordkeeping audit preparation, finding response, and corrective action tracking.

Reconstruction, Transfers & Long-Term Records

  • Process complex reconstruction cases, including missing-document investigations, source verification, and reissuance coordination with NFC, OPM, and other federal agencies.
  • Manage inter-agency eOPF transfers for incoming and outgoing employees, including completeness verification, reconciliation, and dispute resolution.
  • Process separation actions, including final document filing, retirement record completeness, and long-term record handoff to the National Personnel Records Center (NPRC).
  • Coordinate complex appointment authority conversions, military deposits, and prior federal service credit documentation.
  • Support retiree record finalization, deceased employee record handling, and disability retirement file completeness.

Privacy Act, FOIA & Access Coordination

  • Coordinate first-party Privacy Act access requests, Privacy Act amendment requests, and FOIA responses involving personnel records under the direction of the DHS Privacy Office and OGC.
  • Apply redaction standards and exemption coding under senior guidance.
  • Maintain accurate accounting of disclosures, access logs, and chain-of-custody documentation for sensitive personnel records.
  • Coordinate litigation hold, discovery, and congressional inquiries involving eOPF content.
  • Support SORN-related reviews and compliance activities for personnel records systems.

Reporting, Process Improvement & SOP Development

  • Build and maintain operational reports on filing volume, age, completeness, audit findings, and reconstruction trends.
  • Identify systemic patterns, capacity constraints, and process bottlenecks; recommend remediation.
  • Draft and maintain SOPs, desk guides, job aids, and training materials for personnel records operations.
  • Lead process mapping, requirements gathering, and lessons-learned reviews for assigned program areas.
  • Contribute to system modernization activities, including filing automation, classification improvements, and reporting requirements.

Stakeholder Engagement & Mentorship

  • Serve as a senior consultative resource to component HR partners, NFC, OPM coordination points, OGC, and the DHS Privacy Office on personnel records matters.
  • Mentor journeyman eOPF specialists and HR assistants; review their work products for quality, consistency, and policy compliance.
  • Prepare briefings, decision papers, executive summaries, and recurring leadership updates on assigned program areas.
  • Respond to time-sensitive data calls, congressional inquiries, IG requests, and oversight reviews.
  • Build and maintain SharePoint-based knowledge repositories, intake forms, automated workflows, and case tracking dashboards.

Education

  • Bachelor’s degree in human resources, Public Administration, Information Management, Records Management, Business Administration, or related field.
  • Equivalent federal personnel records experience may substitute based on contract terms.

Required Qualifications

  • Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
  • Minimum 8-10 years of progressive federal HR or personnel records experience, including significant responsibility for eOPF management, QA, or reconstruction work.
  • Working knowledge of the OPM Guide to Personnel Recordkeeping; the Privacy Act of 1974; 5 CFR Parts 293, 294, and 297; and NARA-approved records schedules.
  • Hands-on experience with OPM eOPF, NFC/EmpowHR, USA Staffing, and DHS-approved document management environments.
  • Demonstrated experience with reconstruction, inter-agency transfers, and complex filing decisions.
  • Strong written and verbal communication skills, including the ability to produce defensible, audit-ready documentation.
  • Demonstrated ability to manage competing priorities, deadlines, and stakeholders in a fully remote environment.


Preferred Qualifications

  • Prior experience supporting DHS or DHS component HR or personnel records offices.
  • OPM eOPF administrator or power user experience.
  • Records management training or certification (CRM, RIM, or NARA-aligned).
  • Lean Six Sigma Green Belt or higher, CAPM, PMP, or comparable process certification.
  • SHRM-CP, SHRM-SCP, IPMA-CP, IPMA-SCP, or federal HR certification.
  • Microsoft 365 / SharePoint Online experience supporting case tracking, knowledge management, or workflow automation.
