Sr. Manager Procurement & Strategic Sourcing

Whistle Express is seeking a Sr. Manager Procurement & Strategic Sourcing to design, build, and lead an end‑to‑end procurement and inventory function that will drive efficiency, cost control and reduce friction for the organization - 450+ locations across 22 states. This is a unique opportunity to build something from the ground up, influence operational strategy, and deliver measurable impact in a high‑growth, multi‑site environment.

What You’ll Do

End‑to‑End Procurement Ownership

  • Own the full source‑to‑pay lifecycle, including sourcing strategy, supplier selection, purchasing, receiving, and inventory management.

  • Design and implement standardized, scalable procurement processes across existing and newly acquired locations.

  • Partner cross‑functionally with Operations, Finance, Accounting, and other Functional Leaders to align purchasing strategy with business needs.

Contract & Supplier Management

  • Lead contract development, negotiation, execution, renewal, and ongoing governance across key spend categories.

  • Establish contract standards, approval workflows, and compliance controls.

  • Monitor supplier performance, pricing adherence, service levels, and contract utilization; proactively address issues and drive continuous improvement.

  • Build long‑term supplier partnerships that deliver quality, reliability, and sustained cost advantages.

Inventory & Materials Management

  • Design and own inventory management strategies that balance service levels with cost efficiency in a multi‑site environment.

  • Establish policies for stocking levels, replenishment, shrink control, and obsolete inventory.

  • Create inventory visibility across locations to support proactive planning and minimize operational disruptions.

  • Partner with Finance to support accurate inventory valuation and reporting.

Location‑Level Ordering, Receiving & Adoption

  • Create clear, user‑friendly processes that enable locations to easily:

    • Order approved materials

    • Receive, verify, and document deliveries

    • Track and manage on‑hand inventory

    • Develop standard operating procedures, training materials, and job aids to drive consistent adoption in the field.

  • Serve as the primary owner of purchasing tools and workflows used by location teams, ensuring systems are intuitive and effective.

Systems, Processes & Continuous Improvement

  • Evaluate, implement, and optimize procurement and inventory systems in partnership with IT and Operations.

  • Establish KPIs and reporting for purchasing performance, cost savings, inventory turns, service levels, and contract compliance.

  • Identify opportunities for automation, standardization, and cost reduction across the procurement value chain.

Deliver Results

  • Achieve purchasing‑related cost savings goals and track performance through clear, actionable metrics.

  • Support operational excellence through reliable supply, disciplined inventory control, and scalable processes.

Build and Lead

  • Act as a player‑coach, establishing the procurement and inventory function from scratch while mentoring a small, high‑performing team of buyers and support staff.

  • Define roles, workflows, accountability, and performance expectations across the team.

  • Foster a culture of ownership, partnership, and continuous improvement.

What We’re Looking For

  • 5+ years of experience in procurement, supply chain, or inventory leadership roles.

  • Demonstrated success building procurement and/or inventory processes in a multi‑location environment.

  • Proven experience with contract negotiation and contract lifecycle management.

  • Ability to travel approximately 10% to visit locations, suppliers, and industry events.

  • Strong analytical, communication, and organizational skills.

  • Ability to simplify complex processes and drive adoption with field teams.

  • Prior experience with NetSuite is preferred but not required.

  • Experience in multi‑site industrial, manufacturing, retail, or service environments preferred.
