JOB PURPOSE
The position holder shall be responsible for managing all aspects of the contractual and financial side of the construction projects.
The QS shall manage costs on a construction projects and shall ensure that the construction project is completed within its projected budget.
DUTIES
1Prepare, draft, and review tender documents in line with the Host Company’s requirements and regulations.
2Prepare scope of works and services, bill of quantities, and pricing sheets received from sponsoring and user departments for clarity, completeness, and contractual aspects, language, and ensure compliance with contractual requirements and Host Company’s procedures and standards.
3Guide and assist the sponsoring and user departments in the preparation of scope of works, bill of quantities, cost estimation and schedule of prices and rates, which includes concept design and preliminaries, interior design and landscape
4Collate and answer tenderers clarification, addendum and prepare tender circulars.
5Gather and collect all relevant data and information, existing records and all available drawings, previous studies, pertinent data on existing services, etc.
6Prepare technical evaluation including completing all evaluations processes and guides them with regards to contractual requirements and the technical evaluation process.
7Assist in the financial negotiations of contracts when requested.
8Participate and conduct pre-tender conferences/meetings and post-tender meetings.
9Prepare amendments to existing contracts when required, after consultation with the senior manager.
10 Review contract variations and change orders for compliance with contractual terms and conditions.
11Develop and verify of cost estimates.
12 Coordinate with the sponsoring and user department to evaluate and monitor contract performance to determine the necessity for amendments, extensions, or the assessment of liquidated damages against contractors in terms of the contract.
13 Together with the sponsoring department, analyse claims, disputes, and complaints arising from the performance or non-performance of contracts. In coordination with the sponsoring department, prepare rejection letters after detailed evaluation.
14 Ensure standardisation and consistency in the quality of tender documents.
15 Provide guidance and assistance to sponsoring and user departments in the interpretation of contract terms and conditions. Prepare letters and answers to clarifications.
16 Review tender bonds, performance bonds, and insurance certificates and policies for compliance with the contract.
17 Prepare scope of works for services and maintenance contracts for constructions, equipment maintenance, facility maintenance, and associated services.
18 Perform other department duties related to his position as directed by the head of the department
REQUIRED QUALIFICATIONS, KNOWLEDGE, SKILLS, AND EXPERIENCE
1Must have demonstrated experience in major contract projects
2Experience in contract and tender preparation, tender reviewing, tender price analysis, project planning and controls, contract and tender management and administration, budgetary and cost estimating, contractual audits, claims analysis and assessment.
3Must have demonstrated experience with contracts in Qatar and the GCC region.
4 Must have experience in FIDIC construction, EPC, and turnkey contracts including associated forms and conditions.
5 Must have been involved in and administered contracts and Qatari law.
6 Must have experience in developing and implementing contracts procedures and contract forms.
7 Must have advanced working knowledge in MS Office applications (Word and Excel). Knowledge in using Project-related applications such as MS Projects and/or Primavera P6.
8 Extensive experience in the implementation of project control systems for contract management.
9 Experience in developing and implementing contract implementation procedures and be able to develop contract forms and templates.
10 Knowledge of estimating and cost control.
11 Experience in tendering and subsequently awarding multi-million dollar projects.
12 Be an excellent negotiator with a track record of negotiating multi-million dollar contracts.
13 Able to prepare technical and commercial evaluation reports.
14 Excellent English language and communication skills.
15 Ability to function under pressure and work on multiple projects simultaneously.
16 Have a strong technical knowledge which has been applied through value engineering analysis and the review of shop drawings, specifications, and material submittals.
17 Be able to function effectively and efficiently under own initiative and in a team environment.
18 Possess the required leadership skills to manage, develop, and motivate teams to achieve their objectives.
19 Have an eye for detail and be able to ensure that all potential eventualities are considered and provided for in contractual documentation.
Job Type: Full-time
Pay: QAR12,000.00 - QAR18,000.00 per month
