Sr. Technical Utilities Engineer

We, at Emarat Aloula is seeking a highly experienced Senior Technical Utilities Engineer to provide advanced technical leadership and engineering oversight across our TRANSCO water transmission projects. The ideal candidate will bring deep expertise in utility engineering, complex pipeline construction methodologies, and multi-disciplinary coordination involving buried pipelines, Cut & Cover works, HDD, microtunneling, and inshore/offshore installations.

This senior role requires strong decision-making capabilities, design review leadership, and the ability to serve as a key technical authority supporting project delivery from concept design to execution, ensuring full compliance with TRANSCO standards and UAE authority requirements.

Key Responsibilities

Technical Leadership & Design Review

• Lead high-level technical review of design drawings, shop drawings, technical submittals, and as-built documentation.
• Validate advanced engineering parameters such as hydraulic profiles, valve chamber design, thrust blocks, pipe encasement, and associated structures.
• Provide expert guidance on pipeline alignment, trench methodologies, HDD, microtunneling, and marine/inshore pipeline works.

Project Coordination & Stakeholder Management

• Direct and coordinate technical meetings with consultants, contractors, authorities, and internal project teams.
• Resolve multi-disciplinary conflicts within combined utility corridor (CUC) drawings, ensuring seamless interface coordination.
• Lead NOC review, submission tracking, and liaison with UAE authorities (ADDC, ADM, EAD, TRANSCO, etc.).

Field Engineering & Site Support

• Oversee redline markups, site modifications, design clarifications, and field engineering decisions to ensure compliance with approved standards.
• Collaborate with survey and geotechnical teams to interpret borehole data, survey outputs, and alignment constraints.
• Support construction teams with technical guidance during critical activities and risk-sensitive operations.

Documentation & Quality Assurance

• Ensure robust documentation control, maintaining drawing registers, revision management, and compliance with TRANSCO technical procedures.
• Review and approve method statements, material submissions, and technical reports.
• Ensure project deliverables align with contractual, technical, and quality specifications.

Qualifications & Experience

• Bachelor’s Degree in Civil or Mechanical Engineering (Master’s preferred).
• 12–15 years of utility engineering experience, including minimum 5 years on TRANSCO or major GCC water transmission projects or district cooling plants.

Strong technical command of:

1. Buried pipeline construction

2. Cut & Cover methodologies

3. HDD and microtunneling crossings

4. Inshore/offshore pipeline integration

• Proficiency in AutoCAD, Civil 3D, and the ability to critically review detailed CAD drawings.
• Strong understanding of UAE authority regulations and NOC procedures.
• Hands-on experience with survey data analysis, GIS mapping, and geotechnical interpretation.
• Excellent communication, technical report writing, and interface management skills.
