Sr. Techno-Functional Business Analyst

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

EOTSS is seeking a Senior Techno-Functional Business Analyst to support the Commonwealth’s enterprise-wide migration from PeopleSoft HCM to Workday. This role sits within the HR CMS group and is a key contributor to one of the largest HR modernization initiatives in the state.


The Senior Techno-Functional Business Analyst will act as a functional and technical liaison between business stakeholders, PeopleSoft teams, and Workday developers and implementation partners. The role requires a deep understanding of both platforms, strong requirements and testing expertise, and the ability to translate complex HR processes into scalable, compliant Workday solutions.


This position participates across the full project lifecycle—from discovery and design through configuration, testing, deployment, and post-go-live stabilization.


The primary work location for this role will be at 200 Arlington Street, Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.


Duties and Responsibilities:

  • Serve as the primary liaison between business stakeholders, PeopleSoft technical teams, and Workday developers/implementation partners.
  • Develop a comprehensive functional and technical understanding of PeopleSoft HCM and Workday requirements.
  • Lead fit/gap/conversion analysis between current and new systems, interfaces, third party tools, and data.
  • Translate business, regulatory, and operational requirements into functional specifications, user stories, and configuration requirements.
  • Support data mapping, validation, reconciliation, and migration testing between systems.
  • Facilitate workshops, requirement sessions, design reviews, and solution walkthroughs.
  • Lead and execute system, integration, regression, and user acceptance testing.
  • Partner with developers and system integrators to resolve functional and technical issues.
  • Support change management, training, and knowledge transfer activities.
  • Ensure compliance with accessibility (Section 508), security, and EOTSS standards.
  • Track and communicate status, risks, and dependencies to project leadership.
  • Provide post-go-live support and issue triage during the transition period.



Preferred Knowledge, Skills, & Abilities:

  • 5+ years of experience in IT application delivery as a senior techno-functional Business Analyst or similar role is required.
  • 5+ years in enterprise application delivery or transformation initiatives is preferred.
  • 3+ years of experience with application development, workflow design, and test case creation is preferred.
  • Hands-on experience with HCM platforms (PeopleSoft and/or Workday required).
  • Experience with Workday Extend development.
  • Strong background in business process analysis and requirements translation.
  • Expertise in test planning, scripting, execution, and reporting.
  • Working knowledge of tools such as JIRA, Confluence, SharePoint, Rational, Mobius, or similar.
  • Experience using SQL for data analysis and validation.
  • Proven ability to create training materials, documentation, and executive presentations.
  • Strong facilitation, interviewing, and stakeholder communication skills.
  • Proficiency with Section 508 accessibility tools (JAWS, Dragon, Camtasia).
  • Experience with accessibility, mobile, automated testing, and batch scheduling tools.
  • Advanced proficiency with Microsoft Office 365.
  • Strong knowledge of Agile SDLC; experience with other methodologies is a plus.
