NEW ORLEANS PUBLIC BELT RAILROAD COMMISSION (NOPB)

Title: Staff Attorney

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Staff Attorney will be expected to provide a full range of legal services to the New Orleans Public Belt Railroad Commission for the Port of New Orleans (“NOPB”). The Staff Attorney will report directly to the Chief Administrative Officer & General Counsel (“General Counsel”) and will assist the General Counsel in handling matters that may involve multiple specialized areas of law, including but not limited to laws regarding public entities, including open meetings law and public records law, property law, procurement law, ethics law, employment law, contracts law, and railroad law. These services include:

30% Prepare, review, and revise documents, including leases, servitudes, permits, contracts, memoranda, procurement packages, polices, and other legal documents;

25% Assist the General Counsel on all phases of litigation, from rapid response investigations and general claims handling, drafting and reviewing pleadings, discovery responses, briefs, and other legal documents, case evaluation and reporting, and discovery and depositions;

15% Conduct legal research and advise the General Counsel regarding various legal issues;

20% Assists the General Counsel with labor-related issues, advises General Counsel regarding applicable labor agreements and assists with discipline matters and time claims;

5% Assists the NOPB’s custodian of records to gather and review documents to determine responsiveness and whether any exceptions or exemptions apply to public records request;

5% Assists the General Counsel in reviewing meeting minutes, drafting and reviewing agenda items, presentations, resolutions and other supporting documents for commissioner meetings; and

5% Performs other duties assigned by the General Counsel.

REQUIREMENTS:

· Current license to practice law in Louisiana, plus a minimum of three years of experience as a practicing attorney;

· Notarial license;

· Current driver’s license with clear driving record;

· Ability to listen and understand organizational needs in a rapidly changing environment;

· Experience using Microsoft Office with proficiency in PowerPoint, Word, and Excel; and

· Excellent interpersonal and analytical skills as well as verbal and written communications skills.

WORKING CONDITIONS:

· Good hearing and vision required.

· Must be able to sit and stand for extended periods of time.

· Must be able to walk, stand, bend, stoop, and twist to retrieve files, ledgers, and record books.

· Must be able to regularly lift objects weighing up to 10 pounds and occasionally lift objects weighing up to 25 pounds with assistance.

· The employee regularly works inside a well-lighted, climate-controlled office and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The employee may occasionally work outdoors, in rail yards, in all weather conditions.

ADDITIONAL SPECIAL REQUIREMENTS:

· Safety equipment and personal protective equipment must be worn when and where needed.

· Employee must have dependable transportation, telephone and internet.

  • Employee will be required to obtain and maintain a valid Transportation Worker Identification Credential (TWIC).
  • All positions require pre-employment background verification, reference checks, medical review, and drug and alcohol screening.

Pay: $90,000.00 - $100,000.00 per year
