JOB SUMMARY:

Under the guidance and direction of the Development Engineer, performs technical review of engineering design elements (inclusive but not limited to grading, roadway design, geotechnical, utilities, stormwater, and access management) and provides management and limited construction inspection for land development applications in accordance with the County’s Standard Construction Specifications, Design Standards, Land Development Code, and other applicable regulations.

Assists other Engineers in performing professional engineering or construction management work in design, AutoCAD drafting, review, and inspection of roads, utilities, and stormwater infrastructure for county Capital Improvement Programs (CIPs) projects.

ESSENTIAL JOB FUNCTIONS:

GENERAL:

Conducts detailed review and analysis of development engineering documents and other technical information to assure compliance with county standards, general civil engineering practices and conditions of approval required by the Board of County Commissioners; evaluates conformity to standards and permit requirements for quality assurance in development applications; reviews submitted cost estimates as required.

Conducts detailed construction document review and analysis for quality assurance, engineering and compliance with County standards.

Assists the Construction Management Group with performing inspections of contract or development construction pertaining to utility excavations, roadways, storm drainage, sidewalks, curbing, gutters and various other road improvement projects to insure proper construction; addresses construction conflicts and questions, negotiates changes, reviews and approves invoices.

Coordinates with contractors, consultants, utility companies and County staff as they relate to Public Works and Development Improvement Agreements in regards to but not limited to, road, sewer, storm water drainage and other construction items.

Respond to public inquiries concerning County requirements, standards, and policies.

Performs special assignments as requested, to include researching and preparing reports and projects, administering state and federal grants, and other tasks such as survey, asset management, stormwater inspections, and traffic engineering.

CAPITAL IMPROVEMENT PROGRAM:

Assists in designs for roads, drainages, traffic-related issues, and other related items for small in-house design projects, including p roviding 3D AutoCAD drafting.

Prepares contracts for engineering services to meet County requirements for construction projects; develops scope of services, manages the process the RFP process, rates and recommends selection of consultants, conducts contract negotiations and administers the contract.

Manages engineering contracts by conducting review meetings, assisting in data collection, reviewing progress, coordinating data collection and design review with staff; communicates and coordinates terms of permit conditions with Federal and State agencies and consultants.

Prepares requests for proposals; evaluates RFPs, coordinates review with other project engineers, compiles and coordinates distribution of bid documents, answers questions from bidders, issues addenda, reviews bids for acceptability and prepares newspaper advertisement.

DEVELOPMENT:

Provides customer service by coordinating and communicating, effectively and efficiently, with the developer or developer’s representative in regards to engineering issues pertaining to development processes, applications or construction documents. Responds to public inquiries concerning County requirements, standards, and policies.

Review and process road access and driveway permits in accordance with current County design standards.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Skills:

Knowledge of current transportation construction and/or civil engineering principles and practices.

Ability to read and interpret civil engineering plans and related technical documents.

Written communications must be clear and effective.

Ability to effectively verbally communicate, interact, and work with individuals and groups in person.

Good organizational skills, along with ability to pay attention to details.

Understanding and ability to use GPS equipment as it applies to data collection and interpretation for assistance during construction projects and asset management, is preferred. Training can be provided.

Basic exp. with ArcMap and GIS applications preferred.

Education and Experience:

Bachelor's degree in civil engineering or related field.

Min. of one year’s experience with 3D AutoCAD.

Licenses and Certifications:

Valid Colorado Driver’s License

Engineer Intern (EI) Registration or ability to obtain within six (6) months of employment.

Professional Engineer (PE) Registration preferred.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds.

The incumbent's working conditions are mostly in an open office environment and occasionally around typically moderate to loud noise levels around construction sites.

The employee is occasionally exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery while on construction sites.
