Under the supervision of the Agricultural Program Supervisor II (APS II), the Staff Services Analyst (SSA) performs a broad range of analytical and technical duties that require extensive knowledge of the PD/EP Branch operations, personnel requirements, policies, and issues. Incumbent completes and reviews the processing of technical documents, forms, and files of a semi- technical nature, must work well under pressure, establish and maintain effective working relationships, make appropriate decisions and well thought out recommendations, work independently in completing assigned work, and meet required deadlines.

Working Conditions

The duties of this position are primarily indoors. The incumbent works in an open office space that is in close range to work stations of the other support staff. The office is equipped with a telephone and a computer with various desktop applications. A multifunction printer is located within the immediate workstation area. The office is also equipped with an adjustable roller chair, file bins, cabinets, and various desktops of standard height.

Department Information

The Pest Detection/Emergency Projects Branch (PD/EP) is responsible for the early detection and prompt eradication of serious exotic agricultural pests. The Branch accomplishes its mission by conducting a statewide trapping program, staffed by county and state inspectors, for exotic insect pests; by implementing special surveys for significant agricultural pests and plant diseases for which traps are not available; and by providing emergency eradication services using the best available technology. The primary objective of the emergency project component is to quickly and efficiently eradicate incipient infestations of serious agricultural pests, thereby preventing the permanent establishment and subsequent spread in California.

Special Requirements

A valid federally compliant ID is required to access the work location for this position. Federally compliant IDs include: California-issued Real ID Driver License or Identification Card; a US Passport or US Passport Card; a US military ID; and a Permanent Resident Card.

Applicants are required to submit a Statement of Qualifications (SOQ) in addition to completing a standard State application (Examination/Employment Application STD 678). The SOQ is intended to elicit information regarding each candidate’s interest and experience in relation to this position. Applications submitted without the required SOQ will not be considered. The SOQ should be typed using a 12-point Arial font, be single-spaced with margins not less than one (1) inch, be no more than three (3) pages in length, include a title of “Statement of Qualifications”, job applicant’s full name, and the Job Control (JC) number at the top of the first page. Applicant’s full name should be listed in the top right corner of any page submitted in addition to the first page.
The SOQ must provide separate responses to each of the three (3) items below and should include specific examples. Responses on the SOQ should be numbered to correspond to the numbered item.

1. Describe your experience, education, skills, and qualities that have prepared you to perform the day-to-day responsibilities of this Staff Services Analyst (SSA) position. Provide specific examples of your experience in performing these types of activities and describe the level of complexity and sensitivity involved.
2. Describe your knowledge of and experience using various computer software programs (Word, Excel, Adobe, Macros, etc.). Provide specific examples of your experience, including your experience working with forms and spreadsheets to record and report data and the names of the software programs used. Describe how you organized data and what types of reports you created utilizing that data.
3. Describe your past achievements which demonstrate your ability to exhibit a high degree of initiative, multitask, remain organized, pay close attention to detail, and meet deadlines. Describe what practices you have used and would continue to employ to be successful in this SSA position.
