Job Description
- Communication Strategy:Develop and execute a comprehensive communication plan tailored for diverse internal and external projectstakeholders (e.g., local authorities, utility providers, government entities, and Client executives).
- Permit and Approval Expediting:Act as the main liaison with key Riyadh municipal and governmental entities to secure timely permits, licenses, and clearances necessary for construction phases, mitigating risks of delay.
- Client Interface:Manage the relationship with the Client, preparing and delivering executive-level presentations and reports that translate complex technical, cost, and schedule status updates into clear, actionable business insights.
- Risk and Conflict Management:Proactively identify potential areas of conflict, misalignment, or communication breakdown between the international design/CSC team and local standards/protocols, and lead mediation efforts.
- Documentation Oversight:Prepare monthly reports and submit to balady portal, including any other required reports by the authorities.
- Public and Media Relations (as required):Coordinate with the Client's corporate communications department regarding any necessary public outreach or media inquiries, ensuring alignment on messaging and project progress disclosure.
- Contractual Awareness:Deep understanding of the roles and responsibilities defined within the main construction contracts (e.g., FIDIC principles) and the specific role of the Construction Supervision Consultant (CSC/Engineer).
- Governmental Liaison:Proven ability to manage relationships with keyregulatory and municipal authorities in Riyadh (e.g., Arriyadh Development Authority, Civil Defense, Ministry of Sports) to expedite approvals, permits, and clearances.
- Project Documentation:Expertise in managing and tracking large volumes of correspondence, official notices (RFIs, NCRs), and formal communication logs (e.g., Aconex, Primavera Unifier).
- Change Management:Ability to communicate the impact of technical design changes, budgetary adjustments, or schedule deviations clearly and concisely to non-technical stakeholders.
- Stakeholder Mapping & Strategy:Develop and maintain a comprehensive stakeholder engagement plan. Identify, analyze, and prioritize all relevant internal and external parties (Client leadership, government, local community, media, design teams, subcontractors).
- Conflict Resolution:Proactively anticipate potential conflicts and communication bottlenecks (e.g., cultural misunderstandings, conflicting priorities) and facilitate resolution to protect the project timeline.
- Reporting & Communication:Prepare and deliver high-level, executive reports (weekly, monthly) to the Client, distilling complex technical progress and commercial issues into clear summaries for senior leadership review.
- Reputation Management:Protect the reputation of the Consulting firm and the Client by ensuring consistent, accurate, and professional communication across all platforms.
- Meeting Facilitation:Organize, lead, and document formal review meetings, ensuring decisions and action items are clearly recorded and disseminated to relevant parties.
Required Qualifications
- Bachelor's or Master's degree in Engineering, Project Management, Business Administration, or a related field.
- Minimum 15 years of experience in stakeholder management for large-scale infrastructure projects.
- Proven experience working with government authorities such as Aramco, NEOM, or Riyadh Development Authority (RDA).
- Strong knowledge of Saudi urban planning, infrastructure, and regulatory approval processes.
- Excellent communication, negotiation, and interpersonal skills to engage effectively with a wide range of stakeholders.
- Ability to manage complex stakeholder networks in a fast-paced environment.
- Familiarity with infrastructure project lifecycles, from planning to execution and delivery.
- English language proficiency level is Fluent.
