This position is responsible for planning, organizing and supervising operations and maintenance activities in the Surface Water and Storm/Sewer Division, including supervising the division’s employees, coordinating assigned activities with other public works divisions, and providing highly responsible and technically complex staff assistance to management.

This is a supervisory position whose work performed requires incumbents to apply a high level of professional knowledge and technical proficiency in surface water management, sanitary sewer and storm drainage operation and maintenance programs and activities, as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review. Incumbents are responsible for the day-to-day operations and overall results in their respective area of responsibility and alert their supervisor to potential issues.

Other duties may be assigned as needed.

  • Develops, plans, and coordinates programs, projects and activities related to surface water management and sanitary sewer and storm drainage collection and conveyance systems; implements changes; monitors outcomes.
  • Supervises assigned staff, including reviewing and approving timesheets; participates in the hiring process for new employees and promotional positions; prepares and issues probationary and annual evaluations, provides feedback on areas of deficiency, applies corrective action, leads goal setting, and completes routine check-ins with employees. Administers ongoing performance management. May recommend and issue appropriate level of discipline when warranted (e.g. coaching, verbal warning, written warning). May hold Step 1 grievance meeting focused on resolution. .
  • Prepares and maintains a variety of reports, records, and files related to the divisions’ maintenance, inspection, and improvement activities. Assists with recordkeeping and reporting requirements in compliance with the Wastewater and Stormwater NPDES permits and other Federal, State, City and departmental standards and regulations; responsible for implementation and oversight of Stormwater NPDES permit. Prepares and oversees the preparation of grant applications and monitors related requirements.
  • Oversees routine maintenance programs and operation activities, including emergency response, of the storm/sewer division. Responds to customer inquiries.
  • Administers the stormwater billing program.
  • Administers and updates the implementation of the City’s Surface Water Management Comprehensive Plan. Oversees inspection activities.
  • Assists with the preparation and administration of the divisions’ budget, including monitoring and coding expenditures and forecasting staffing, equipment, materials, and supply needs for annual operations.
  • Coordinates division activities with other departments and outside agencies and organizations; provides assistance to superiors as necessary; prepares and presents reports and other correspondence related to daily and project operations.
  • Represents the city at public meetings before the Planning Commission, Hearing Examiner, and/or the City Council and public meetings on surface water related and sewer related issues.
  • Assists in the development of short- and long-range plans for the division, including recommending and implementing new policies and procedures.
  • Participates in reviewing design plans and specifications for storm and sewer maintenance and operations to ensure compliance with applicable codes and regulations.
  • Coordinates project bidding and procurement within the division and follows local and state approved procedures.
  • Fosters cooperative working relationship with other city departments and divisions and outside agencies such as state and federal regulatory agencies.

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience

  • Three years of increasingly responsible experience in surface water management and storm/sewer activities.
  • Two years of supervisory experience.

Education And Training

  • Bachelor’s Degree in civil engineering, environmental science or related field; or equivalent combination of relevant experience, education and training.

Licenses Or Certificates

  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.
  • Must possess, or have the ability to obtain within six months of hire date, Washington Wastewater Operator Group I certification.
  • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.
  • Must possess, or have the ability to obtain, required licenses or training relevant to the area of responsibility.

This position works both in an office and outside in various weather conditions. Outside, the employee may work near moving mechanical parts. The employee may be exposed to physical hazards from mechanical and electrical equipment and also will sometimes work in hazardous areas under hazardous conditions. The employee occasionally works near traffic and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock and radiation. The noise level in the work environment is usually low to moderate indoors and moderate to loud outdoors.

This position works a regular schedule, however, incumbents may be called in to work in emergency situations.
