Position Description

Under the general direction of the Public Works Director and/or Assistant Public Works Director, performs hands on, supervisory and technical work in managing the maintenance and repair of City rights of way, infrastructure and equipment. Work involves planning, supervising and reviewing the work of subordinate technical and operations personnel engaged in a wide variety of maintenance functions. Employees represent the department at various meetings. Work requires exercising considerable independent judgment and initiative in administration objectives. Employee is responsible for ensuring all work is performed according to established safety standards, codes and regulations applicable to the work. Assignments are made orally or in writing and work is reviewed through observation of results obtained, conferences and periodic reports or evaluations.

Job Duties

  • Directs and supervises subordinate personnel in routine to semi-skilled construction and maintenance work; supervises and inspects work; trains workers.
  • Plans and schedules the assignments of crews and reviews the work of employees involved in daily maintenance and construction.
  • Performs and assists with duties of subordinate personnel, e.g., performs routine to moderately complex maintenance and repairs on structures, equipment, sidewalks, roadways.
  • Participates in preparation and administration of annual budgets, prepares weekly work schedules and arranges for overtime work in case of emergency.
  • Operates a wide variety of construction equipment and tools; operates various standard hand-held manual, electrical, and gas-powered tools and equipment.
  • Maintains operational records and insures necessary tools, supplies, materials and equipment are available for job completion.
  • Coordinates the section completion of assigned tasks with other departments, outside contractors and consultants, and representatives of government.
  • Investigates and defines problem areas, conducts studies and prepares reports recommending solutions or courses of action related to contract administration.
  • Coordinates the work of heavy and light-duty equipment, the work of trade workers and laborers, to complete assigned tasks.
  • Makes determinations on the job site on how to use equipment and personnel to best complete projects.
  • Ensures all work performed adheres to established safety standards, codes and regulations, and engineering standards where applicable.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Qualifications

High school diploma or GED; supplemented by seven (7) or more years progressively responsible streets maintenance and management experience, with at least two (2) years having been in a supervisory or lead worker capacity; or an equivalent combination of training or experience in trades work, construction, landscaping, public works, maintenance, or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida CDL B endorsement, or obtain within 6 months of hire. Must possess, or obtain within 12 months of hire, and maintain a Florida Work Zone Traffic Control Safety Certification. Must possess, or obtain within 12 months of hire, and maintain a Florida Stormwater, Erosion and Sedimentation Control Inspector certification.

Supplemental Information

Considerable knowledge of the construction and maintenance work involved in comprehensive municipal utilities, public works, parks, construction, repair, and maintenance programs.

Considerable knowledge of materials, equipment, and supplies used in this work.

Skills in the application of maintenance, repair and construction techniques.

Skills in the care and use of pertinent tools and equipment.

Ability to plan, assign, and lead the work of unskilled and semi-skilled personnel.

Ability to maintain operating records and prepare basic reports.

Ability to perform work out-of-doors, occasionally under adverse weather conditions.

Knowledge of policies, procedures and practices of the Department.

Ability to effectively plan, direct, supervise and appraise the work of subordinate employees.

Ability to plan and conduct in-service training for subordinate employees.

Ability to develop, maintain effective working relationships with user groups, the general public, supervisors and City Management.

Ability to communicate effectively and express ideas clearly and concisely, both orally and in writing.

Ability to maintain records and submit oral and written reports.
