This position performs engineering work in the review and approval of structural plans to ensure compliance with the Florida Building Code. Provides structural and design support to the City and Development Services Department by enforcing regulatory building codes for quality construction. Responsible for conducting field inspections to ensure compliance with approved plans. Performs evaluation work involving the application of skilled technical knowledge and judgment in examining plans, blueprints and other specifications for conformity to legally established requirements. Exercises considerable initiative and independent judgment under the direction of the Building Official.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Examines the structural design and calculations of plans, blueprints, and specifications submitted to the City.
Assists the Building Official with interpretations of structural provisions of the Code.
Ensures that design parameters are in place and Federal Emergency Management Act regulations are met.
Approves or denies proposed plans in accordance with codes and other regulatory requirements. Assists owners, architects, engineers, or contractors with bringing plans into compliance.
Inspects new construction sites, renovations, repairs, and condemnation, when necessary, to ensure compliance with permits and building codes as they relate to the structural discipline; inspects structural conditions; prepares reports and makes recommendations on occupancy use of structures.
May administer F.E.M.A. flood plain regulations, conduct field inspections, evaluate damages, and maintain F.E.M.A. file systems.
Communicates with contractors, architects, and engineers regarding plan designs and structural requirements.
Performs other related duties as assigned.
Bachelor’s Degree in Structural Engineering ,Civil Engineering, or related field. Master’s degree Structural Engineering is preferred.
Must be licensed as a Professional Engineer by the State of Florida.
Must be a Structural Plans Examiner as per the Miami-Dade County Board of Rules and Appeals.
Valid Florida Driver's License.
HOLIDAYS: 18 days including 5 floating days.
SICK LEAVE: 110 hours annually. Employees may convert to annual leave any unused portion of the first 64 hours of sick leave.
ANNUAL LEAVE: 93 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.
BEREAVEMENT LEAVE: 10 days for the death of an immediate family member (Parent, spouse or child). Five days for any other relative living in the same household.
HEALTH INSURANCE: Fully paid by the City (HMO Select) for employees after 30 days. Employee may purchase coverage for eligible dependents.
DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.
LIFE INSURANCE: Term lif Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.
TRAVEL ACCIDENT LIFE INSURANCE: Travel Accidental Death and Dismemberment policy with a $300,000 death benefit, fully paid by the City.
VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.
LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.
POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.
DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
VEHICLE ALLOWANCE: $300 Monthly.
PARKING ACCESS: Parking medallion provides Citywide parking access.
CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
