SUBCONTRACT MANAGER - MECHANICAL

To deliver overall leadership direction, expertise, and insight to the entire subcontract lifecycle, from pre-qualification to selection up to contract closeout, while driving strategic management of subcontractor relationships and overseeing the monitoring of subcontractor performance to optimize project delivery aligned with project objectives / requirements, ultimately contributing to the successful execution of projects and the organization's overall growth and reputation.

Key Accountabilities Strategy Development and Implementation
  • Develop and direct the implementation of the Subcontract strategy ensuring alignment to functional strategy, Nesma & Partners' vision, mission, and corporate objectives.
  • Ensure that Subcontract strategies and related strategic plans are developed and implemented, which are aligned with the vision and mission of the organization.
  • Ensure the provision of subject matter expertise for the Subcontract domain and provide counsel to Nesma & Partners' leadership on all related areas to facilitate the achievement of the Procurement & Subcontract strategy and functional strategies.
Leadership
  • Manage the effective achievement of Subcontract objectives through effective leadership and by setting of individual objectives, managing performance, developing, and motivating teams to maximize performance.
  • Lead the talent development initiatives for the Subcontract department, collaborating with discipline experts and thereby ensuring the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organizational values and ethics by employees of the Procurement & Subcontract function to ensure the establishment of a value-driven culture within the organization.
Budgeting and Financial Performance
  • Oversee the consolidation and recommend the Subcontract budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.
Subcontract Direction and Oversight
  • Produce and promote the implementation of a strategic vision for subcontract management, aligning it with the overall function's objectives and project requirements.
  • Determine the development of subcontract management policies, processes, and tools to optimize collaboration, risk mitigation, and project excellence while establishing a comprehensive framework that ensures consistent, efficient, and standardized management of subcontractor relationships.
  • Promote and monitor the enhancement of subcontract management processes and systems by harnessing technology and automation, resulting in elevated efficiency, precision, and transparency.
  • Review all end-to-end subcontract operations (from pre-qualification, bid evaluation, selection, contract negotiation, performance monitoring etc.) to ensure seamless coordination, adherence to project objectives, quality standards, and timelines, while optimizing subcontractor performance to achieve successful project delivery for Nesma & Partners.
Subcontract Direction and Oversight
  • In coordination with the VP - Procurement & Subcontract, ensure that all subcontract related processes, and contracts are in line with the applicable legal framework to safeguard legal compliance, mitigate risks, establish contractual validity, and maintain ethical business practices.
  • Administer the end-to-end bid evaluation process to meticulously assess and select subcontractors whose capabilities, expertise, and proposals best align with project requirements, quality standards, and budgetary considerations.
  • Supply overall direction and guidance to contract negotiations, terms, and conditions with subcontractors to ensure contractual compliance and secure favorable agreements that align with project objectives and risk mitigation.
  • Evaluate subcontract requirements, as well as current practices to assess and enhance the alignment of subcontracting processes with project needs and industry best practices.
  • Supply overall direction to the effective resolution of complex subcontract problems while providing expert level advice to involved leaders on all subcontract matters to ensure swift and strategic resolution of intricate challenges.
  • Head, in coordination with the VP - Procurement & Subcontract, the investigation of any contract breaches during the subcontract cycle to ensure project continuity, uphold contractual obligations, mitigate risks, and safeguard project outcomes, contributing to successful project delivery within Nesma & Partners.
  • Conduct the monitoring of the adherence to comprehensive contract closeout procedures to finalize all contractual obligations, assess performance outcomes, and conclude subcontract engagements with precision and thoroughness, contributing to the organization's reputation for excellence.
Performance Excellence and Optimization
  • Provide strategic direction and oversight to the formulation of impactful Key Performance Indicators (KPIs) to meticulously monitor subcontractor performance, while orchestrating targeted initiatives to enhance project outcomes, elevate delivery efficiency, and ensure project success across Nesma & Partners.
  • Drive the monitoring and continuous enhancement of subcontractor performance, leveraging data-driven insights and proactive measures to safeguard alignment with business requirements and KPIs and elevate operational efficiency.
  • Provide strategic direction to the utilization of advanced risk assessment techniques to identify potential vulnerabilities stemming from subcontractor engagements while crafting and executing comprehensive risk mitigation strategies that bolster project stability, safeguard stakeholder interests, and optimize operational outcomes.
  • Assess and oversee that all subcontract-related processes and contracts adhere to applicable legal and regulatory frameworks to establish a foundation of legal compliance and ethical conduct within subcontractor engagements.

Subcontract Partnership

  • Oversee the cultivation of synergistic partnerships with subcontractors, aligning their expertise with project objectives and organizational goals to enhance collaboration as well as drive performance management and continuous improvement initiatives to contribute to the success of the function.
Key Stakeholder Engagement
  • Drive seamless cross-functional communication and collaboration with project teams, engineering, and other relevant functions to determine subcontracting needs, specifications, and sourcing strategies for project execution, optimizing project cohesion, and operational synergy within Nesma & Partners.
  • Efficiently drive the coordination with multifaceted stakeholder interactions through planning, transparent communication, and tailored strategies, ensuring cohesive collaboration, informed decision-making, and sustained project success within the function.
  • Develop and lead the implementation of Subcontract policies, systems, processes, procedures, and controls covering all areas so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
  • Lead the management of change through continuous improvement of Subcontract's systems, processes and practices considering global standards and changes in the business environment which demand proactive action plans.
Quality, Health, Safety & Environment (QHSE) Management
  • Lead the effective implementation of corporate frameworks, policies, procedures, and processes to promote a culture focusing on the achievement of world class standards in QHSE and sustainability within Subcontract in line with regulatory requirements.

Reporting

  • Ensure that all Subcontract reports are prepared timely and accurately and meet Nesma & Partners requirements, policies, and quality standards.
Technical Essential

Education/Certification

  • Bachelors in Engineering, or any other related field.

Experience

  • 10 years' related experience with 4 years' experience with growing managerial accountability in roles within similar positions.

  • Supplier Selection & Evaluation, Bid Evaluation, Subcontract Partnership, Contract Management, Technology Utilization, Legal & Regulatory Compliance.
Technical Preferred

Education/Certification

  • Masters in Engineering Management, Supply Chain, Business Administration, or any other related field.
  • Project Management Professional (PMP) or similar certifications.

Experience

  • Experience in the EPC industry.
