Position Summary / Objective:

KMS Solutions, LLC is seeking a highly motivated individual to serve as a Columbia Transition Management Analyst. As a Transition Management Analyst, you will work PMS 396OC. This position will include drafting and reviewing transition agreements between PMS397 and PMS396 for CLB class submarines, identifying relevant lessons learned from previous ship class transition between new construction and in-service support and ensure activities are ready to support maintenance.

This position includes working with contracts and acquisition for submarine operation, sustainment, maintenance, and modernization. This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Strategic Submarines (PEO SSBN), and Team Submarine (TSUB). PMS 396 provides acquisition, engineering, logistics, and project management support to Ohio Class Submarines.


Essential functions:

  • Draft and review transition agreements that delineate the responsibilities and timeline for actions required to support CLB maintenance. Areas include but are not limited to ISEA designation, ILS Product management, Fleet Support and Supply support.
  • Work directly with other Program Offices to identify lessons learned that can be incorporated into the OHIO-CLB transition plans.
  • Verify all relevant activities have the required resources to support in-service maintenance. This will include verifying support agreements and contracts are set-up to provide on-site support at the TRFs.
  • Ensure activities have POM requirements in place to support transition into in-service including the out-years to maintain the required level of effort.
  • Liaise with stakeholders across NAVSEA Program Offices, and external stakeholders including Planning Yard, Public Shipyards and Maintenance facilities, Naval Warfare Centers and Submarine Type Commander (TYCOM) personnel.


Required education and experience:

  • Bachelor's or Advanced Degree in a business or technical field.
  • 10 or more years’ experience in engineering/science management, operations research analysis or financial/cost analysis. Significant experience in U.S. Navy programs or operations.


Preferred education and experience:

  • Experience working with acquisition programs of U.S. Navy ships and equipment is highly desired.
  • Experience with submarine systems, equipment, operations, maintenance, or other submarine activities.
  • Familiarity with key stakeholders including Naval Sea Systems Command (NAVSEA), Planning Yards (PYs), Supervisor of Shipbuilding (SUPSHIP), Submarine Type Commanders (TYCOMs).
  • Familiarity with modernization documents including Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), Justification Cost Forms (JCFs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
  • Experience reviewing technical documents.
  • Experience writing to the Naval Correspondence Manual.
  • Bachelor’s degree in technical field.

While performing the duties of this job, the employee is regularly required to talk or hear. Excellent listening skills are essential. The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms and have a lifting capacity of a minimum of 20 lbs.


Position Type/Expected Hours of Work:

The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.


Telework:

  • This position may allow for up to 40% telework (2 days per week).
  • Fully remote may be considered for exceptionally qualified candidates outside the DMV area.


Travel:

  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 25% may be required.
