Youth Services Systems, Inc is seeking a full-time Superintendent for the Ronald C. Mulholland Juvenile Center in Wheeling, WV. Your main responsibility will be to ensure that the services and support provided meet the highest quality standards in line with our agency’s values and mission.

Job Summary: This employee performs administrative, managerial, and supervisory duties of RMJC, adhering to Youth Services System, Inc., and Division of Corrections and Rehabilitation (DCR) policies and procedures. This position is responsible for promptly enforcing orders, maintaining discipline, preserving property, and shall have all care, custody, and control of personal property belonging to residents of the facility. This employee is responsible for compliance with Youth Services System Inc. (YSS) and DCR standards, policies, licensing regulations, ensuring compliance with safe work practices, and maintaining environments in compliance with established agency standards.

Duties and Responsibilities:

Leadership:

· Supervises, coordinates, and reviews the work of subordinate personnel; evaluates the performance of staff

· Participates in actively and continually in developing expertise in the area of juvenile care and service delivery.

· Responsible in the development of the facility personnel to perform at competent levels within the scope of their responsibilities.

· Responsible for the development, facilitation, and open communication promoting teamwork and enhancing quality job performance with all staff.

Management:

· Directs the overall operation of the facility, including planning and management of fiscal, compliance, administrative, and operational implementation of policies and procedures, including but not limited to:

o DCR-WV standards

o County Health

o CARF Regulations for Case Management and Therapy

o State Fire Marshall

o YSS agency policies and procedures.

· Responsible for working effectively and professionally with community agencies.

· Responsible for working cooperatively with Directors and other Program Managers in residential and community programs.

· Responsible for ensuring that ALL monies for activities/incentives are accounted for and receipts are properly maintained.

· Prepares periodic reports concerning facility operations, progress, problems, and recommendations for action

· Responsible for participating in and/or delegating the interview, selection, and orientation of new staff.

· Responsible for coordinating work schedules for staff.

Program:

· Develops and implements program policies and procedures

· Responsible for chairing staff meetings, developing agendas, and maintaining documentation.

· Responsible for responding to client grievances, complaints, incident reports, and accident/injury reports in conjunction with agency quality assurance and in accordance with agency-established protocols.

· Responsible for the coordination of monthly service billing, mileage, and daily review of documentation.

· Participates in the program orientation of new staff.

· Responsible for the monitoring of all daily programming (MAR card review, transports, etc.)

· Manages and evaluates methods in program management and operations, determines the effectiveness in the achievement of program objectives and goals.

Fiscal:

· Responsible for following YSS fiscal policies and procedures.

Public Relations:

· Responsible for ensuring that all contacts with families, referral sources, public agencies, professionals, and the community are handled in a courteous and professional manner.

Miscellaneous:

· Responsible for attending and participating in all scheduled meetings and trainings that pertain to the position, or attendance is requested by the supervisor

· Regular attendance and punctuality are essential functions of the position.

· Responsible for performing other job duties as assigned

· Oversight of CACTUS and Commissary

Required Skills/Abilities:

· Ability to supervise the work of professional and support personnel

· Excellent service orientation and social perceptiveness skills

· Knowledge of the principles of administration involved in operating a state correctional or juvenile facility

· Ability to analyze information and create reports

· Knowledge of federal and state laws, rules, and regulations related to the assigned area

· Ability to obtain CPR and First Aid Training

· Knowledge of administering Naloxone

· Knowledge of the budgetary process

· Ability to establish effective relationships with inmates, juvenile offenders, personnel, social service officials, and agencies

· Ability to communicate effectively, both orally and in writing.

Education and Experience:

Requires Bachelor's Degree in Psychology, Social Work, Public Administration, Criminal Justice, or related human services field, or 9-10 years professional experience in adult or juvenile correctional custody; Prefers Master’s Degree in Criminal justice program administration with 6+ years supervision experience.

Must have a valid driver’s license and proof of automobile insurance as required by law
