JOB SUMMARY: This is a highly responsible position involving the supervision of the City’s Environmental Health and Housing Code Enforcement services, under the direction of the Director of Health. This position is responsible to carry out complex administrative and supervisory work directing the daily activities of the environmental, housing, and public health sanitation programs in a large local health department. Plans, organizes, and directs all general environmental, sanitation and housing code enforcement activities and is responsible for quality of such services in the assigned area. Participates in public health education programs, budgeting, grant management, and the enforcement of applicable public health laws. Performs related work as required.
SUPERVISION RECEIVED: Works under the general supervision of the Director of Health.
SUPERVISION EXERCISED: Sanitarians, Housing aInspectors, Clerical, and other staff as required.
ESSENTIAL DUTIES & RESPONSIBILITIES:
1. Develops policies, sets objectives, standards, and procedures for complex general environmental and public health sanitation programs in accordance with established public health laws, rules, regulations and departmental policies. Plans, develops, implement, directs and manages the daily execution of goals, objectives and operations of a large size department.
2. Responsible for planning, assigning, reviewing and approving the work of the Environmental Division, Housing Division, and clerical staff. Provides or arranges for in-service training on a continuing basis and coordinates or conducts continuing education for staff.
3. Conducts annual employee performance evaluations. Assures safe work practices. Recruits and interviews support staff. Reviews reports generated through department operations and implements corrections. Analyzes information on department effectiveness and efficiency and recommends administrative and governing policies.
4. Supervises and participates in the gathering of data and prepares annual environmental health reports.
5. Prepares legal cases for prosecuting attorney and may attend court hearings on behalf of department staff. Makes decisions and judgments in complicated general environmental public health situations or concerning potential litigation; chairs hearings in the absence of the director of health for legal orders citing public health code and applicable ordinances. Makes recommendations to the Director of Health regarding issuance and/or revocation of Environmental Health Licenses.
6. Supervises the review of plans and specifications of new and remodeled facilities to determine compliance with public health laws, rules, regulations, and departmental policies. Coordinates with the Building and Fire Marshal’s office or other city, state, or federal agencies in the licensing and/or inspections of rooming houses, hotels, housing ordinances, lead abatement work, septic system installation or repair, emergency shelters, public pools, hair salons, tattoo parlors, childhood daycare centers, and new construction or renovation of food establishments.
7. Conducts or assists staff in epidemiological investigations of lead poisoned children, food borne outbreaks or other communicable disease investigation.
8. Participates in budget development, oversight of expenditures, and financial record-keeping for the Environmental Health and Housing Divisions.
9. Assists and participates in emergency preparedness training and drills to manage strategic supplies from regional partners.
10. Recommends revisions to state and local codes periodically as required and assists in the
creation of new local codes as required.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of the principles and practices of chemistry and biology in relation to general environmental and public health sanitation.
2. Knowledge of theory and principles of environmental health and public health sanitation technology and issues, including various federal and state regulations, rules and policies.
3. Knowledge of physical and engineering principles relating to water supplies and wastewater disposal systems.
4. Ability to plan, organizes and directs complex general environmental and public health sanitation programs, and manage professional and support staff.
5. Ability to speak effectively before groups concerning complex general environmental and public health sanitation problems.
6. Ability to communicate effectively in writing.
7. Ability to establish effective working relationships with state and local governmental officials and the general public.
8. Ability to make judgments and decisions dealing with issues which directly impact public health and state and local population growth and economic development.
9. Ability to direct and evaluate complex general environmental and public health sanitation staff activities and make recommendations to improve programs and service delivery.
10. Ability to conduct advanced specialized training programs for experienced sanitarians.

MINIMUM QUALIFICATIONS REQUIRED:
A bachelor’s degree from a recognized college or university in Public Health or a closely related field. MPH preferred. Six years of full-time or equivalent part-time paid experience as a Sanitarian.
SPECIAL REQUIREMENTS:
1. Must be a State of Connecticut Registered Sanitarian.
2. Must be certified in food service inspection and subsurface sewage disposal inspection, Phase I & II.
3. Must be certified in lead inspection/risk assessment, and in the use of x-ray fluorescence analyzer (XRF), or similar devise.
4. Must have a valid Connecticut driver’s license.

The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to dirty, odorous, wet and/or humid conditions, vermin, or risk of electrical shock. The noise level in the work environment is usually quiet in the office, and moderate in the field.

PASSING GRADE: The minimum passing grade is 70%.
DURATION OF OPEN COMPETITIVE EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City However, in no case shall any certified employment list remain in force for more than two years.
RULE OF FIVE PLUS THREE: When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.
