The California Secretary of State is recruiting to fill a permanent, full-time Supervisor II in the Business Programs Division Special Filings & Compliance Section. Under the direct supervision of the Manager II/Assistant Division Chief and the general direction of the Division Chief, the incumbent is responsible for the full range of duties of a Supervisor II. Duties encompass the following:

  • Program Management/Oversight - Supervises, organizes and directs the work of program, technical, supervisory, and professional staff in the Special Filings & Compliance Section who perform a variety of tasks including, but not limited to: legal document/application review and processing through both paper and automated submissions, telephone and counter service, records retrieval and maintenance, development of forms, notices and brochures, etc., preparation of legislative and budget proposals and analyses, and development of procedure manuals and training programs. Oversees personnel issues, staff training and performance.
  • Policy and Procedure Development and Implementation - Evaluates business processes, practices and workflow, and oversees the development and implementation of new or modified policies, procedures, and performance expectations. Directs the preparation of legislative proposals and analyses affecting his/her area of responsibility. Oversees the development of proposed legislative, regulatory, policy and procedure changes identified as a result of changes to business processes, related fees, etc., prepares written analyses and makes appropriate recommendations.
  • Program Analysis/Representation - Coordinates the development of work on policy issues and program effectiveness and represents the Business Programs Division in Special Filings & Compliance matters in conferences, meetings and contacts with state, federal and local organizations, members of the business, financial and legal community, and the general public.
  • Administrative and Support Staff Services - Reviews and approves Automated Request Tracking System Requests for Personnel Action forms, timesheets and Astros procurement forms and contract requests. Reviews and approves prepared Information Technology Department trouble reports and service requests as it pertains to the program area. Travels to the Los Angeles regional office as needed or required. Performs other duties as required. Acts in the absence of the Manager II, as assigned.

  • Knowledge of and experience with Microsoft Office applications.

Working Conditions

The Business Programs Division supports the importance of work-life balance through measures such as Telework Schedules. This position will have a hybrid schedule once 12-month probation is passed, which may include up to two telework days per week. Telework is subject to change due to business needs and/or SOS policies.
