Supervisor - Storeroom

POSITION SUMMARY:
Under direction performs work of considerable difficulty in the management, planning, and operation of a large-size storeroom and adjacent storage areas; responsible for specifying, requisitioning, purchasing, receipt, storage, issuance, pricing, and accounting of a wide variety of repair and replacement parts, equipment, perishable supplies and tools; supervises employees assigned; performs related work as required.

ESSENTIAL JOB FUNCTIONS:
  • Supervises and/or participates in the receipt, storage, release, accounting and pricing of a large quantity and wide variety of part, equipment, tools and supplies on a daily basis.
  • Coordinates purchase priorities, procedures and programs based on review of purchase requests.
  • Prepares specifications, requisitions, and parts releases for all items purchased and distributed through the storeroom.
  • Prepares detailed specifications for parts, materials and equipment being ordered and reviews items to determine their conformance to specifications and their relative cost compared to quality.
  • Obtains emergency purchase orders following approved purchasing procedures as outlined by the Division of Purchases and Supplies.
  • Evaluates new products for suitability and cost.
  • Interprets engineering and shop drawings to determine material quantities and project costs.
  • Plans the layout of storage areas, bins and office areas and insures that all parts are stored according to a pre-arranged plan.
  • Oversees or personally locates supplies for out of stock items and/or locates substitutes for parts that are no longer manufactured.
  • Analyzes the interchangeability of various parts; inspects quantity and quality of goods received and handles any dispute arising from same.
  • Analyzes stock control records for consumption data, consumption rate, characteristics of items and related factors to establish and recommend stock levels and replenishment needs.
  • Prepares budget estimates for storeroom operation and obtains estimates and makes recommendations on capital outlay items as requested by various section heads.

  • Maintains current listing of tools and equipment on charge-out to various individuals to insure return to the storeroom.
  • Oversees and/or participates in the posting of receipts and issuances to inventory control records, in the periodic and annual physical inventory, and the cleaning and maintenance of all storage areas.
  • Operates forklift and van necessary for pick-up and handling of heavy or bulky items.
  • Prepares special reports as required; oversees and/or participates in the daily posting of issuance and receipts on computer terminals.
  • Interviews prospective employees and recommends hiring of same.
  • Enforces work rules; approves vacation schedules and time-off requests for subordinates and other assigned duties.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
  • Graduation from high school or General Education Development(GED) Tests equivalency
  • Three (3) years of mechanical storekeeping experience, of which one (1) year must have been in a supervisory capacity
  • Must possess a valid driver's license

Knowledge of:
  • Storekeeping principles and practices.
  • Mechanical parts, supplies, equipment and available vendors.
  • Purchasing procedures and buying.
  • Mechanical operation of equipment.
Skill in:
  • Maintaining stock records and perpetual inventories.
  • Preparation of requisitions and obtaining of purchase orders.
  • Identification and location of potential suppliers.
  • Written and verbal communications with superiors, employees and sales representatives.
  • Lifting and moving of heavy items.
  • Use of all office equipment, including computer terminals.
  • Supervising others.
Ability to:
  • Work with individuals of diverse backgrounds.
  • Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.

In this position, the employee will constantly walk. This employee will frequently lift, push, pull, carry, climb and/or move up to 50 pounds. Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)
The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).
Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
