ALL US CITIZENS and CTAP and ICTAP DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Major duties include but not limited to:

Supervisory

• Directs/Performs a variety of supervisory and non-supervisory policing law enforcement assignments and projects that are performed on Departmental property; including any properties owned, leased, or licensed when consistent with Federal laws, regulations, VA policy and operational guidance.
• Provides services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships.
• Provides leadership in protecting Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
• Performs various law enforcement and administrative functions throughout VA. Manages, supervises, and coordinates the VHA, PS law enforcement activities for designated assigned area.
• Supervises a team of police lieutenants, sergeants, police officers, detectives, and other law enforcement staff, who carry out day-to-day, routine crime suppression and investigative functions.
• Manages human resources administration activities to include identifying training needs and conducting training; preparing and reviewing performance evaluations; hand ling disciplinary actions; approving and monitoring leave requests.

• Provides services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships.
• Protects Veterans, employees, and visitors sensitive and protected medical information from unauthorized release or unauthorized use when prohibited by law and or policy as guided by the privacy officer, FOIA, HIPPA, etc.
• Conducts assigned training and meets qualification standards to carry department assigned fire arms and other weapons, intervenes when necessary to deescalate situations , and determines when and how much force must be applied to obtain control of an individual(s) in any given situation.

• Takes charge of significant and catastrophic events (e.g. active threats/shooter, terroristic threats or attacks, suicides, fires, full and partial property closures, infrastructure failures, and natural disasters) until additional resources are mobilized and response plans are fully executed.
• Responds to highly dangerous and active crimes in progress and responsible to make independent decisions and take immediate steps to preserve life and property without supervision.
• Establishes initial command and control to coordinate immediate steps needed to stop threats, preserves life, and contains the situation.

• Reach out to victims, establishing rapport, and conducting needs assessments to understand their situation and support requirements.
• Maintain detailed records of victim interactions, tracking case progress, and coordinating with relevant agencies to ensure proper service delivery.
• Consistently communicate and treat customers (patients, visitors, volunteers, employees) in a courteous, tactful, and respectful manner.
• Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-08 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: supervising/leading and providing guidance/direction to law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; performs various administrative functions to include review and prepare police activity reports and correspondence, prioritizing, approving/disapproving work assignments, monitoring budget and budget requests, managing/overseeing personnel activity, etc.; may have served as an assistant to a Police Captain within a police force.

Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying.

There is no educational substitution for the GS-08 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
