Supplier Relationship Management Lead

About Tarshid:

Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.


Job Summary:

The job holder is responsible to support development of TARSHID procurement strategy, in addition to receiving sourcing bids, coordinating technical evaluations, conducting commercial evaluations, and managing award and rejection communications with ESCOs.


Main Responsibilities:

  • Participate in developing the department strategies related to the respective area, mission and visions to position procurement at a level that enables successful implement of its strategy mission and vision.
  • Set and maintain standards, policies, processes and procedure for supplier’s registration, qualification, development and segmentation.
  • Manage the development and maintenance of supplier’s database, record keeping and suppliers’ portal.
  • Coordinate with concerned functions the qualification of suppliers and ensure all requirements are met.
  • Ensure compliance with government mandate requirements for suppliers’ business relation and Saudization requirements.
  • Conduct boarding for suppliers on business process requirement and compliance such as Code of Ethics.
  • Develop and maintain suppliers’ commodity classification and ensure continuous update and control.
  • Develop criteria’s and continuously conduct supplier segmentation to identify critical suppliers.
  • Develop and manage supplier development and improvement programs based on suppliers positioning (Routine, Leverage, Bottleneck and Strategic Suppliers) in coordination with concerned functions and alignment with the corporate objectives.
  • Continuously measure and report suppliers’ performance and produce reports on critical, major, and other suppliers’ categories
  • Manage and facilitate resolution of suppliers’ inquiries and complaints.
  • Maintain confidentiality in all matters related to work and information.


Qualifications, Experience & Skills :

  • Bachelor’s degree in Engineering, Business Administration, or any related field.
  • Relevant Professional Certification (CIPP,CIPM,CIPS etc.) is a plus.
  • A minimum of 5 years of experience in Procurement / SRM role, preferably in the ESCO / EPC industry (experience in ESCOs preferred).
  • Fluency in Arabic and English required; strong leadership and interpersonal skills; excellent communication skills.
  • Familiarity with the business and the equipment (knowledge of technical specifications and market prices) and available suppliers to ensure procurement of equipment at the best rates
  • Analytical ability to evaluate different suppliers’ offers.
