IFRC has launched an Emergency Appeal for Iran that is coordinated from the IFRC Delegation in Tehran with the support of the MENA regional office team. IFRC, ICRC and numerous Partner National Societies are supporting this operation by deploying experts and their capacities to provide coordinated crisis response in Iran. Operations are led and coordinated from the country-level whenever possible, integrated under existing Country Delegation, through Operations Manager. Given the complexity and demand of procurement and supply chain to Iran, the Supply Chain and Procurement Delegate will support the Iran Delegation from outside the country and roving as necessary to facilitate the supply chain.

Job Purpose

The primary responsibility of the Supply Chain and Procurement Delegate involves the coordination and support of country-level procurement services to enable the delivery of logistics and procurement services in-line with Global Humanitarian Services & Supply Chain Management (GHS&SCM) strategy and IFRC procedures ensuring right quality and value for money procurement service that meets the requests of services users in emergency operations. The role is primarily focused on conducting all international procurement and supply chain activities for and on behalf of IFRC Iran Delegation. The Supply Chain and Procurement Delegate will work closely with the Supply Chain Teams for delivery of logistics services with responsibility for procurement activities e.g. ensuring local sourcing, timely deliveries, quality of goods and services, local market research. The Supply Chain and Procurement Delegate may play an active role in training and supporting other IFRC and NS personnel in relevant procurement activities and supports the NS to ensure alignment in cross-function activity.

Job Duties and Responsibilities

Supply Chain

  • Supply chain plans are continuously updated, considering the most effective options to deliver goods.
  • Ensure effective co-ordination with IFRC team in Iran and the National Society’s Supply Chain Services to enable integration and the delivery of a value-added sustainable supply chain services.
  • Manage supply chain risks including the specific requirements of importation to Iran, preparation and managing risk registers
  • Manage Mobilization ensuring that the most efficient supply chain is applied.
  • Manage donors’ relations for in-kind donations as per the National Society list of needs as well as the IFRC Mobilization Table
  • Monitor international transportation, sourcing and operations, and take proactive actions to resolve potential delays and bottlenecks, with the support of the MENA office.
  • Information management and coordination of information flow.
  • Supply chain reporting consolidation and communication.
  • Liaison with Turkish Kizilay for the facilitation of supply chain to Iran as per the agreement with the IFRC.
  • Liaise with other National Societies that could support the transit and dispatchment of goods as necessary.

Procurement

  • Carry out operational and tactical procurement for Iran, in strong coordination with regional and global operational procurement team, and strategic sourcing team
  • Provide procurement support to operation manager in the identification and development of procurement strategy within programme plans.
  • Work in close collaboration with Operational GHS&SCM Units to ensure that the best sourcing strategy is used.
  • Provide support and guidance to in country operating National Societies and IFRC partners on procurement related matters.
  • Ensure procurement activities comply with IFRC procedures, regulations and standards.
  • Plan, co-ordinate and organize country-level IFRC procurement activities in full compliance with IFRC Procurement Procedures and best practices to enable a high-quality, efficient and cost-effective procurement process that meets the requests of the services users.
  • To directly negotiate with key suppliers within the category/procurement area to ensure the provision of the goods and services meeting present and anticipated requirements.
  • Research market intelligence on different supplies and maintain accurate and up-to-date supplier database for supplies
  • Liaise with relevant field level operational partners and governmental bodies and keep up to date with local market conditions to enable delivery of most efficient procurement service.
  • Maintain and communicate comprehensive data of all goods and services procured at a country level, and registered suppliers to enable GHS&SCM to evaluate and instigate opportunities to consolidate supplier commercial arrangements for the benefit of the IFRC and its country partners.

  • Carry accountability for ensuring that all procured goods and services are compliant with IFRC regulations and quality standards, are fit for purpose and inspection compliant.
  • To fully support the establishment of National FAs and implementation of regional/global FA
  • Provide procurement advice and technical support to other country level IFRC functions to ensure a coordinated IFRC procurement service.
  • Provide support and training to national procurement staff, volunteers and National Societies (NS) to improve the quality of procurement services within the Red Cross Red Crescent Movement, promote adherence to best practice principles and compliance with necessary regulation, legislation and IFRC procedures.
  • Support the NS in managing, evaluating and reporting upon procurement activity which meets delivery, budget and quality targets in-line with GHS&SCM procedures and country procurement plans.
  • Ensure compliance with donor and audit requirements; keep all procurement files complete and up to date.

Education

Required

  • A university degree in a Supply Chain Management or a combination of relevant education and substantial experience.

Preferred

  • Professional qualification in logistics, supply chain, procurement, etc.
  • IMPACT or equivalent knowledge.

Experience

Required

  • At least 3-5 years professional procurement experience, of which 1-2 years in the field.

Preferred

  • Proven experience in service provision, commercial sector and effective customer relations.
  • Red Cross/Red Crescent knowledge and experience.

Knowledge, Skills and Languages

  • In-depth grasp of international procurement practices, including legal aspects.
