Technical Manager

. Technical Oversight & Compliance

• Ensure construction activities comply with USACE contract requirements, UFGS, drawings, and specifications.
• Interpret contract documents and provide technical guidance to Project Managers, Superintendents, and field staff.
• Support compliance with federal regulations and applicable building codes.

2. Submittals, RFIs & Design Coordination

• Review, coordinate, and approve technical submittals, shop drawings, and material data.
• Manage and respond to Requests for Information (RFIs) in coordination with designers and USACE representatives.
• Identify and resolve technical conflicts between disciplines prior to construction.

3. Quality Control Support

• Support the USACE Three-Phase Quality Control System (Preparatory, Initial, Follow-Up).
• Assist the QC Manager in preparatory meetings, inspections, and documentation.
• Ensure corrective actions are implemented for non-conforming work.

4. Constructability & Planning

• Lead constructability reviews during preconstruction and execution phases.
• Assist with sequencing, phasing, and schedule development from a technical perspective.
• Support value engineering proposals and technical change evaluations.

5. Coordination & Communication

• Coordinate technical interfaces between subcontractors, suppliers, designers, and government representatives.
• Participate in technical meetings, progress meetings, and coordination sessions with USACE.

6. Safety & Risk Awareness

• Ensure technical solutions align with EM 385-1-1 safety standards.
• Identify technical risks and recommend mitigation strategies.

7. Commissioning & Closeout

• Support system testing, commissioning, and acceptance activities.
• Assist with as-built documentation, O&M manuals, and final technical closeout.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related field..
