Job Purpose
To lead and manage the technical office team, ensuring accurate engineering deliverables, proper coordination between site and office, and compliance with project specifications, standards, and client requirements. Responsible for overseeing shop drawings, material submittals, quantity take-off, project documentation, and technical support to site teams.
Key Responsibilities
1. Technical Leadership

Supervise the preparation, review, and approval of
shop drawings

as-built drawings

coordination drawings

Ensure all drawings comply with
Saudi Building Code (SBC)
, project specs, and consultant requirements.

Provide technical solutions for site issues and design discrepancies.
2. Engineering & Design Coordination
-
Review IFC (Issued for Construction) drawings and identify clashes or missing details.
-
Coordinate with design consultants, architects, MEP teams, and project managers to resolve technical issues.

Lead value engineering proposals where applicable.
3. Material Submittals & Technical Approvals

Oversee preparation of
material submittals

method statements
,
technical data sheets
, and compliance checks.

Ensure timely submission and consultant approval of materials.
4. Quantity Surveying & Cost Control Support
-
Supervise
quantity take-off
for civil works (earthworks, concrete, finishing, roads, utilities).

Verify subcontractor invoices and variations (VOs).
-
Coordinate with the cost control team on BOQ compliance and budget tracking.
5. Planning & Documentation
-
Review project baseline schedule for technical deliverables.

Ensure technical logs (submittals, RFIs, drawings) are updated and monitored.

Implement and maintain documentation systems (Aconex, Procore, or company system).
6. RFIs & Communication Management
-
Manage and review RFIs before submitting to consultant.
-
Ensure responses are captured, distributed, and implemented on site.
-
Attend technical meetings with clients, consultants, and subcontractors.
7. Site Support & Quality Assurance
-
Provide engineering support to the site construction team.
-
Ensure quality standards and compliance with contracts, codes, and project specs.

Perform site technical inspections as needed.
8. Team Management

Lead a team of engineers (technical office engineers, draftsmen, QS engineers).
-
Delegate tasks, monitor performance, and ensure timely deliverables.
-
Conduct training for new engineers on standards and procedures.
Qualifications & Experience
Education
-
Bachelor’s degree in
Civil Engineering
(Master’s preferred but not required).
-
Membership in engineering bodies (e.g.,
Saudi Council of Engineers – SCE
) is mandatory.
Experience
-
13–15+ years
total experience in civil construction.
-
Minimum
5 years in KSA
in a Technical Office or Engineering Manager role.

Strong knowledge of:
