Technical procurement Engineer - Civil

An international general contracting company with high presence in GCC is looking for Technical Procurement Engineer- Civil background, who has experience not less than in techno-commercial Procurement to work in its head office in Dammam, KSA:

Role Overview:

We are seeking a highly skilled Technical Procurement Engineer with a strong background in civil engineering and a proven track record in technical procurement for fast-track EPC construction projects, particularly within industrial and commercial facilities. The ideal candidate will play a pivotal role in managing procurement processes, evaluating technical specifications, handling bid packages, and developing reliable vendor networks to ensure timely and cost-effective delivery of key construction materials.

Key Responsibilities

• Manage and execute the technical procurement process for civil, architectural, structural (PEB), and cladding materials.
• Review and interpret technical drawings, BOQs, and material specifications to ensure compliance with project requirements.
• Prepare, issue, and manage bid packages for major construction materials and systems.
• Evaluate technical and commercial aspects of vendor proposals, ensuring alignment with project specifications, cost, and schedule.
• Develop and maintain relationships with local and international vendors for critical project items.
• Ensure procurement activities align with EPC project schedules and fast-track delivery requirements.
• Collaborate with engineering, planning, and construction teams to resolve material-related technical queries.
• Monitor vendor performance, quality compliance, and timely delivery of materials.
• Contribute to continuous improvement of procurement processes and cost-saving initiatives.

Qualifications & Experience

• Bachelor’s degree in civil engineering (mandatory).
• Minimum 5 years of technical procurement experience in Saudi Arabia (KSA).
• Proven expertise in EPC fast-tracks projects (industrial and commercial facilities).
• Strong knowledge of civil, architectural, PEB, and cladding systems and materials.
• Hands-on experience in preparing and handling bid packages and technical evaluations.
• Strong vendor network and knowledge of suppliers for main technical construction items.
• Excellent negotiation, communication, and vendor management skills.
• Proficiency in procurement software/tools and MS Office applications.
• Ability to work under pressure, manage priorities, and deliver within tight deadlines.

Job Type: Full-time

Pay: ﷼10,000.00 - ﷼15,000.00 per month
