Technical Project Manager – Financial Services


Role Overview

The Technical Project Manager (TPM) is responsible for planning, executing, and delivering technology projects for banks, payment institutions, and insurance companies. This role ensures seamless coordination between infrastructure, security, operations, compliance, vendors, customer success and business stakeholders while maintaining strict alignment with BRSA (BDDK), CBRT (TCMB) and IPRSA (SEDDK) regulations, data security requirements, and service continuity standards.

Key Responsibilities

  • Lead end-to-end delivery of financial technology projects (core banking integrations, cloud migrations, digital channels, cybersecurity, infrastructure upgrades, payment platforms).
  • Develop detailed project plans, technical timelines, resource allocations, and budgets.
  • Drive cross functional execution across infrastructure, operations, network, security, customer success and vendor teams.
  • Manage scope, risks, dependencies, and change requests under strict governance.
  • Ensure projects meet regulatory requirements (BRSA, CBRT, IPRSA, PCI DSS, ISO 27001).
  • Translate regulations and financial compliance requirements into project execution activities.
  • Coordinate with compliance, information security, and risk teams for approvals.
  • Ensure all systems meet mandatory controls including data localization, log retention, primary/secondary site setup, disaster recovery.
  • Prepare audit documentation for internal/external reviews.
  • Work closely with solution architects and platform engineers to ensure system designs are feasible, scalable, and secure.
  • Coordinate updates to architectural diagrams, configuration documents, and runbooks.
  • Support product teams with technical requirements, API specifications, and integration testing.
  • Act as the single point of contact for banks and financial customers during project execution.
  • Facilitate communication with vendors (core banking providers, cybersecurity vendors, HSM providers, etc.).
  • Run steering committees, customer workshops, and technical design sessions.
  • Present progress, risks, KPIs, and milestones to senior leadership.
  • Prepare project documentation for SOWs, BRDs/FRDs, Functional and technical specs, test plans and UAT reports, Go live and runbook documents.
  • Maintain detailed project dashboards.
  • Report delivery status to senior management.


Required Skills & Qualifications

  • Strong understanding of financial services IT architectures.
  • Knowledge of BRSA, CBRT, IPRSA regulations, data residency rules, and financial compliance practices.
  • Ability to read technical diagrams, APIs, system designs, and debug integration flows.
  • Experience in complex, multi team technology delivery environments.
  • Strong command of Agile and waterfall delivery methodologies.
  • Ability to structure governance models, define KPIs, and manage escalations.
  • Vendor and Contract/SLA management experience.
  • Excellent communication skills, both technical and business facing.
  • Strong stakeholder engagement and expectation management abilities.
  • Risk-driven decision making with attention to detail.
  • Ability to work under pressure in mission critical environments.


Experience Requirements

  • 5–10+ years of experience in IT project management or technical delivery roles.
  • Experience in banks, payment institutions, FinTechs, or service providers supporting the financial sector.
  • Exposure to regulated environments and audit-driven delivery structures.
  • PMP, Prince2, Agile, or ITIL certifications preferred (not mandatory but valuable) or equivalent job history.
