Technical Proposal Engineer – Electrical Engineer

We are seeking a Technical Proposal Engineer with a strong background in power systems engineering to lead and support proposal development for utility, government, and large infrastructure RFPs. This role bridges engineering expertise and proposal strategy, translating complex technical capabilities into clear, compliant, and compelling proposals.

The ideal candidate understands power system studies deeply but applies that knowledge to scope interpretation, methodology writing, compliance matrices, and technical narratives, rather than day-to-day design execution.

Key ResponsibilitiesProposal & RFP Development

  • Lead the technical writing of proposals for power system consulting, utility studies, and electrical engineering projects.
  • Interpret RFP/RFQ technical requirements, grid codes, and standards, and translate them into compliant proposal responses.
  • Develop technical methodologies, work plans, deliverables, schedules, and execution approaches for proposals.
  • Prepare scope of work, assumptions, exclusions, and technical clarifications aligned with client requirements.
  • Support preparation of compliance matrices, technical scoring responses, and risk mitigation sections.

Technical Content & Expertise

Draft proposal sections related to:

  • Power system studies (load flow, short circuit, protection coordination)
  • Arc flash and electrical safety studies
  • Grounding and earthing system analysis
  • Power quality, harmonics, and DER integration
  • Ensure all technical content aligns with IEEE, IEC, NFPA, ANSI, and BS standards.
  • Review and tailor case studies, project descriptions, and resumes to match RFP requirements.

Coordination & Review

  • Work closely with engineering leads, project managers, and management to validate technical approaches.
  • Coordinate inputs from multiple disciplines and consolidate them into a single, cohesive proposal voice.
  • Review proposals for technical accuracy, clarity, consistency, and compliance before submission.
  • Support post-submission clarifications, technical presentations, and bidder Q&A responses.

Required Qualifications

  • Bachelor’s degree in Electrical Engineering (Master’s preferred).
  • 3-5 years of experience in power systems engineering, with direct involvement in proposal or tender support.
  • Strong understanding of power system studies, electrical safety, and utility requirements.
  • Demonstrated experience supporting or leading technical proposals for utilities, government agencies, or large industrial clients.

Technical Knowledge

  • Power system studies: load flow, short circuit, protection coordination, arc flash
  • Grounding and earthing systems (IEEE 80)
  • Power quality, harmonics (IEEE 519)
  • DER integration and grid impact studies
  • Familiarity with ETAP, PSSE, DigSILENT (for proposal credibility and methodology writing)

Key Skills

  • Strong technical writing and structuring skills
  • Ability to explain complex engineering concepts in clear, proposal-friendly language
  • High attention to detail and compliance
  • Ability to work under tight proposal deadlines
  • Experience with utility and international RFPs is a strong advantage

Preferred Experience

  • Proposal writing for utilities, transmission operators, regulators, or government entities
  • Experience with North American, Middle Eastern, or international grid codes
  • Exposure to RFP scoring criteria and evaluation processes
