Role Overview:
We are seeking a highly experienced
Tendering and Estimation Director
to lead and oversee the full tendering, estimation, and pre-contract commercial function across major construction and EPC projects. The role focuses on delivering accurate, competitive, and risk-balanced bids while working in close coordination with the
Business Development (BD) Department
, which leads market positioning, client engagement, and opportunity identification. This position plays a critical leadership role in converting qualified opportunities into successful project awards.
Key Responsibilities:
Tendering Strategy & Leadership

Lead the tendering and estimation function in alignment with company objectives and approved opportunities from the BD Department.

Participate in bid/no-bid evaluations jointly with BD, Operations, and Executive Management.

Translate BD-led opportunities into structured tender execution plans and bid strategies.

Oversee preparation and submission of technical and commercial proposals for complex projects.
Estimation & Cost Management

Direct the preparation, review, and validation of detailed cost estimates, BOQs, and pricing strategies across civil, MEP, and infrastructure scopes.

Ensure estimates are competitive, accurate, and aligned with market benchmarks and execution strategies.

Review value engineering proposals and alternative technical solutions to enhance bid competitiveness.
Commercial, Risk & Contract Review

Identify and assess commercial, contractual, and technical risks during tender stages.

Coordinate with Contracts and Legal teams to review tender conditions and mitigate exposure.

Ensure pricing reflects contractual obligations, risk allowances, and contingency strategies.
Cross-Functional & BD Coordination

Work closely with the
Business Development Department
to align tender strategies with client requirements and market positioning.

Support BD in client presentations, clarifications, and commercial discussions during pre-award stages.

Coordinate with Engineering, Planning, Procurement, Finance, and Operations teams during tender preparation.
Team Leadership & Governance

Lead, mentor, and manage tendering and estimation teams across all disciplines.

Establish standardized procedures, approval matrices, and governance frameworks for tender activities.

Ensure compliance with internal policies, delegated authorities, and quality standards.
Qualifications:

Bachelor’s degree in
Engineering, Construction Management, or Quantity Surveying
; Master’s degree preferred.

Minimum
15–20 years of experience
in tendering and estimation within construction or EPC environments.

At least
7–10 years in a senior leadership or director-level role
.

Strong exposure to
large-scale building, infrastructure, and EPC projects
.

In-depth knowledge of
FIDIC contracts, cost modeling, risk management, and value engineering
.

Proven leadership, stakeholder management, and negotiation skills.
