Title IX Coordinator

Description

The Title IX Coordinator provides University-wide leadership, oversight, and coordination of Hampton University’s compliance with Title IX and related federal and state civil rights requirements. The Title IX Coordinator has responsibility for Title IX matters involving students, faculty, staff, administrators, applicants, visitors, contractors, and other members of the University community.

The Title IX Coordinator ensures that reports of sex discrimination, sexual harassment, sexual assault, dating violence, domestic violence, stalking, retaliation, and related misconduct are addressed promptly, fairly, impartially, and consistently. The Title IX Coordinator also advises senior University leadership regarding compliance, institutional risk, policy development, training, prevention, and corrective action.

Examples of Duties

• Serve as Hampton University’s designated Title IX Coordinator.
• Provide centralized oversight of Title IX compliance across all academic, administrative, residential, athletic, and employment operations.
• Receive, review, and assess reports involving sex discrimination, sexual harassment, sexual misconduct, retaliation, and related conduct.
• Determine jurisdiction, immediate safety concerns, supportive measures, and appropriate resolution options.
• Coordinate supportive measures for students, faculty, and staff while maintaining fairness to all parties.
• Conduct or oversee prompt, thorough, impartial, and trauma-informed investigations.
• Assign and supervise investigators, decision-makers, hearing officers, advisors, informal resolution facilitators, and appeal officials.
• Ensure that all individuals involved in Title IX processes are properly trained and free from conflicts of interest or bias.
• Maintain centralized oversight of all Title IX reports, investigations, informal resolutions, hearings, appeals, and corrective actions.
• Coordinate student-related matters with Student Affairs, Judicial Affairs, Residence Life, Counseling Services, Athletics, and Campus Police.
• Coordinate employee-related matters with Human Resources, Academic Affairs, department leadership, and University counsel.
• Oversee matters involving faculty while respecting applicable faculty policies, contractual requirements, and shared-governance procedures.
• Ensure appropriate coordination when matters involve student conduct, employment, academic, criminal, or campus safety processes.
• Advise the President, Chief of Staff, General Counsel, and other senior leaders regarding Title IX compliance, emerging concerns, and institutional risk.
• Review and recommend revisions to University policies, procedures, reporting practices, and training requirements.
• Develop and oversee Title IX education, prevention, and awareness programs for students, faculty, staff, administrators, coaches, and designated employees.
• Train responsible employees regarding reporting obligations and appropriate responses to disclosures.
• Maintain accurate, secure, and confidential records of reports, supportive measures, investigations, resolutions, hearings, appeals, and training.
• Prepare periodic reports regarding case volume, trends, response times, outcomes, and areas of institutional concern.
• Analyze case data to identify patterns, systemic concerns, repeat allegations, and conditions requiring broader corrective action.
• Coordinate with Campus Police and other officials regarding Clery Act requirements, crime reporting, timely warnings, and emergency notifications.
• Assist with government inquiries, audits, compliance reviews, litigation matters, and requests for information.
• Monitor for retaliation and coordinate appropriate intervention when concerns are identified.
• Build relationships with community advocacy organizations, medical providers, law enforcement agencies, and other external resources.
• Participate in University committees related to compliance, campus safety, crisis management, student welfare, and employee relations.
• Supervise Title IX staff, investigators, case managers, administrative personnel, and external consultants as assigned.
• Perform other duties related to Title IX compliance and institutional responsibility as assigned.

Typical Qualifications

• Master’s degree from an accredited institution in higher education, public administration, human resources, counseling, criminal justice, social work, or a related field.
• A minimum of five years of progressively responsible experience in Title IX, civil rights compliance, investigations, student conduct, employee relations, higher education administration, or a related field.
• Demonstrated understanding of conducting or overseeing complex investigations involving students, faculty, and staff.
• Comprehensive knowledge of Title IX and related civil rights, employment, education, privacy, and campus safety requirements.
• Demonstrated ability to exercise sound judgment, impartiality, discretion, and professional independence.
• Strong leadership, analytical, organizational, written communication, and conflict-resolution skills.
• Demonstrated ability to manage confidential and emotionally sensitive matters.
• Ability to communicate effectively with students, parents, faculty, staff, attorneys, law enforcement personnel, government officials, and senior University leaders.
• Ability to manage multiple complex cases and institutional priorities simultaneously.
• Demonstrated commitment to fairness, due process, equal access, and a University environment free from discrimination and retaliation.

A Juris Doctor degree, terminal degree, recognized Title IX certification, prior service as a Title IX Coordinator, and experience within a residential higher education environment are preferred.

• Must be able to maintain confidentiality and appropriately handle sensitive records and information.
• Must be able to remain neutral and professional during contested or emotionally charged matters.
• Must be available to respond to urgent Title IX and campus safety concerns outside regular business hours when necessary.
• Some evening, weekend, on-call, and travel responsibilities may be required.
• Must successfully complete all University-required background checks and employment screening requirements.
• Must maintain current knowledge of Title IX regulations, legal developments, investigative practices, and professional standards.
