Project Overview

Jubail is one of Bechtel's most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is the biggest civil engineering project in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since its inception in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), acting as the owner's representative for our client, the Royal Commission (RC). We lead the Engineering, Procurement, and Construction (EPC) management, coordinating design submissions from local AE firms and overseeing the construction work performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another five years, focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure, roads and highways, and port & pipeline expansions.

Job Summary

The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays. The role is designated as Single Status only. Provide transportation recommendation for City Master plan, taking into account public transportation in residential areas, material handling and goods movement for industrial area, rail freight, and port related traffic.

Major Responsibilities
  • Applying traffic management principles, techniques, and analysis.
  • Review, consultation, and revision of contractor's Traffic Management Plans and contractor/industry applications.
  • Perform extensive traffic safety engineering work, including technical aspects of traffic safety.
  • Direct routine traffic engineering and design assignments in accordance with local (RC), national (MOT), and international (FHWA) standards where applicable.
  • Supervise and lead traffic engineering studies.
  • Assist in preparing and updating specifications of traffic field devices.
  • Assist and review contractors in developing and submitting Traffic Management Plans (TMPs).
  • Liaise with internal and external stakeholder officials.
  • Review and develop scope-of-works for projects/studies (e.g., signal coordination and optimization, traffic impact study, road safety audit, temporary traffic management plans, access studies).
  • Provide technical support to various internal & external entities to improve traffic mobility and traffic safety.
  • Conduct traffic engineering studies related to transportation network systems.
  • Prepare traffic assessment and traffic impact reports.
  • Review traffic reports prepared by other consultants.
  • Provide highway capacity assessment and traffic volumes balancing to evaluate existing and proposed level of service.
  • Utilize computer software and generate results to prepare reports and develop traffic schemes.
  • Support conducting traffic surveys for traffic volumes, trip generation, and trip distribution studies.
  • Perform and review signalized intersection studies; prepare and optimize traffic signal timing using industry-standard software (e.g., Highway Capacity Software).
Education And Experience Requirements
  • BS in Civil Engineering/Transportation Engineering or related field.
  • Minimum 8 to 10 years of relevant traffic engineering experience utilizing industry-standard software.
  • Experience with traffic impact studies (TIS) at district and city level, traffic modeling, signal coordination and optimization, signal capacity analysis, Intelligent Transportation Systems (ITS), and MOT regulations within the GCC region.
  • Developed district and city-level transportation plans.
  • Knowledge of international standards such as AASHTO Green Book, HCM, HSM, SHC 308, SBC, MUTCD, ITE, and FHWA guidelines.
  • Proficiency in transportation planning evaluation tools and procedures, data manipulation, and software such as TransCAD, SYNCHRO, SIDRA, VISUM, VISSIM, HCS, CORSIM, SimTraffic, AutoCAD Civil3D, AutoCAD 2D, and MS Office.
  • Excellent written and oral communication skills, and thorough knowledge of industry practices and regulations.
  • Ability to work in a culturally diverse environment, recognizing and respecting differences.
Required Knowledge And Skills
  • Chartered / Registered Professional Traffic Operation Engineer.
  • Experience in transportation demand modelling and traffic flow theory.
  • Knowledge in transportation planning and modelling.
  • Conduct macro and microsimulation modelling to assess performance of intersections, highways, and public transport systems.
  • Perform junction modelling to analyze intersection traffic flow, signal optimization & coordination, and capacity improvements.
  • Knowledgeable of current technology and how it can be effectively utilized on the project.
