Job Summary

The Traffic Safety Engineer/Officer is primarily responsible for the development, approval, implementation, and rigorous enforcement of the Temporary Traffic Management Plan (TTMP) for all construction activities. The role ensures the safe and efficient movement of public and construction traffic, as well as the safety of workers and pedestrians, in full compliance with RTA (Roads and Transport Authority) standards and local regulations.

Key Responsibilities

Planning and Documentation

  • TTMP/TMP Development: Develop, design, and prepare detailed Temporary Traffic Management Plans (TTMP) and drawings for all phases of construction works (e.g., road closures, diversions, lane closures, excavation works on main roads).
  • Authority Submission: Coordinate the submission of the TTMP and all necessary documentation to the RTA and other relevant authorities (e.g., Dubai Police, Civil Defense) to obtain NOCs (No Objection Certificates) and permits prior to starting any work affecting traffic flow.
  • Risk Assessment: Conduct thorough traffic and road safety risk assessments for the construction work zone, identifying potential hazards for motorists, pedestrians, and site personnel.

Site Execution and Enforcement

  • Implementation Oversight: Supervise the physical installation and dismantling of all temporary traffic control measures, including barricades, road signage, delineators, lighting, cones, crash barriers, and flagmen/signalmen.
  • Compliance Monitoring: Conduct daily and continuous inspections to ensure the TTMP is correctly maintained on a 24/7 basis, checking the visibility, placement, and condition of all traffic safety devices.
  • Toolbox Talks: Lead daily on-site safety and traffic management briefings (toolbox talks) for all workers and subcontractors involved in road-related activities.
