WAGE RANGE: $29.90 - $34.35 per hour

Position Summary:
The Tribal Enrollment Program Coordinator supports the day-to-day operations of the Enrollment Department by coordinating enrollment-related services, maintaining accurate member records, and ensuring the timely delivery of benefits and program services to eligible Tribal members. Under the supervision of the Enrollment Director, the Program Coordinator engages with Tribal members, maintains databases, prepares documentation, and helps implement department programs such as identification cards, funeral benefits, hunting and fishing licenses, and member verification services. The Program Coordinator represents the Cowlitz Indian Tribe with professionalism and cultural sensitivity in all interactions and supports the mission, vision, and values of the Tribe.

Essential Duties & Responsibilities:

Reviews, verifies, and processes enrollment applications and supporting documentation in accordance with Tribal law, department policies, and eligibility criteria.

Assists Tribal members and families with enrollment-related requests, including benefits applications and updates to records.

Maintains and updates member records in the enrollment database (e.g., Ritetrack, Progeny) with accuracy and attention to confidentiality.

Issues Tribal identification cards, Enhanced Tribal Cards (ETCs), park passes, elder vests, and hunting/fishing licenses to eligible members.

Receive training and certification for the ETC program, interview members, and issue cards in accordance with the Department of Homeland Security requirements.

Coordinates funeral benefit services and assists families with the application process.

Assists with processing General Welfare Exclusion (GWE) applications.

Generates reports for grants, demographics, and census as needed by the department or other Tribal entities.

Acts as a liaison between the Enrollment Department and other departments, vendors, and service providers to fulfill program obligations.

Supports the planning and execution of General Council and other Tribal events by coordinating enrollment-related services.

Coordinates the purchase of office and program supplies, ensuring adherence to budget and procurement policies.

Assists in preparing and distributing official correspondence and digital/print communications for the department.

Maintains department calendars, schedules meetings, takes minutes, and communicates action items to relevant team members.

Upholds strict confidentiality of Tribal member information and department records.

Supports grant administration by tracking deliverables and supporting documentation, as directed by the Enrollment Director.

Performs other related duties assigned to support the mission and operations of the Enrollment Department.
Knowledge, Skills, and Abilities:

Knowledge of Tribal enrollment processes, eligibility criteria, and related programs and services.

Knowledge of Cowlitz Indian Tribe governance, culture, customs, traditions, and applicable laws and regulations.

Knowledge of records management, basic accounting procedures, and office administration, including modern office practices, procedures, and equipment.

Proficiency in Microsoft Office applications and Tribal database systems such as Ritetrack and Progeny.

Knowledge of business English, including proper spelling, grammar, punctuation, and basic arithmetic.

Skill in data entry, document preparation, and generating reports with accuracy and attention to detail.

Skill in operating various software applications, including word processing, spreadsheets, and database systems.

Strong written and verbal communication skills, including the ability to prepare correspondence and explain processes clearly.

Ability to maintain strict confidentiality and handle sensitive information with discretion and integrity.

Ability to interact professionally and maintain effective working relationships with individuals from diverse social, cultural, and economic backgrounds.

Minimum Qualifications:

Associate’s Degree in Public Administration, Business, Tribal Studies, or a related field; OR equivalent combination of education and work experience.

Two (2) years of experience in an administrative, program coordination, or customer service role, preferably within a Tribal organization or government setting.

Ability to be backgrounded by the FBI for the administration of the Enhanced Tribal Card program through the Department of Homeland Security.

Demonstrated experience working with or in Tribal governments or organizations.

A combination of relevant education and related work experience may be considered in lieu of a degree.

Experience managing Tribal enrollment or membership services programs.

A valid driver’s license is required when driving vehicles for work-related purposes.

Must be able to successfully pass a background screening/investigation.
Tribal preference in accordance with the Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and communicate effectively. The employee occasionally is required to move throughout the facility and reach with hands and arms. The employee is occasionally required to lift up to 20 pounds. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work Environment:
Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common.
