Location: Tribal Court

Work Info: Full Time: 40 Hrs/Week (M-F)

Salary: DOQ/E ($40.00 - $50.00)

POSITION SUMMARY:

The Tribal Justice Liaison & STCJ Project Coordinator coordinates and manages administrative, clerical, and data-processing functions within the Quileute Tribal Police Department. This position requires regular communication and information sharing with Tribal and non-Tribal law enforcement agencies, the Department of Justice (DOJ), the FBI, and other external partners.

The position ensures compliance with Tribal, State, and Federal laws and policies related to records retention, criminal justice information management, and information dissemination, while maintaining professional customer service operations within the Police Department.

In addition, this role provides administrative and legal support to the Tribal Attorney’s Office and serves as the grant-mandated Special Tribal Criminal Jurisdiction (STCJ) Project Coordinator, responsible for coordinating partner meetings, training and technical assistance, and ensuring project goals and objectives are achieved to implement and sustain the STCJ program.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

Case Intake, Records & Case Management

  • Receive, review, process, and quality-check police case reports and criminal complaints prior to submission to the Tribal Attorney’s Office and/or Court.
  • Ensure accurate and timely delivery of criminal cases for filing.
  • Track, monitor, and document the progress, status, disposition, and outcomes of all criminal cases, including STCJ cases.
  • Establish, organize, and maintain all digital and physical master case files within the case management system.
  • Perform data entry, electronic filing, document proofreading, and records management.
  • Maintain confidentiality of investigations, sensitive case information, and confidential records.
  • Ensure compliance with Tribal Guidelines, Records Retention Laws, CJIS, ACCESS, and applicable Federal and State requirements.
  • Route case follow-up actions and documentation requests to appropriate departments.

Court & Legal Support

  • Draft, prepare, type, and proofread legal documents in accordance with court standards, including complaints, information, warrants, subpoenas, motions, pleadings, probation revocations, dismissals, continuances, and search warrants, with supervisory oversight.
  • Assist investigators with search warrant preparation, judicial signatures, and documentation delivery.
  • Arrange and confirm the participation of police officers and witnesses in legal matters, including preparing subpoenas and appearance confirmations.
  • Monitor and update attorney and court calendars, hearings, deadlines, and case status.
  • Maintain and update all criminal and any civil case files that have tribal attorney or law enforcement involvement; prepare files for hearings and meetings.
  • Assist the Police Department with obtaining applicable ordinances and laws.

Interdepartmental & External Coordination

  • Serve as the primary liaison between law enforcement, prosecutors, courts, Tribal departments, and external agencies.
  • Coordinate case and client information with necessary agencies and individuals, as appropriate
  • Coordinate with the Tribal Attorney, public defenders, law enforcement, detention, probation, and court services.
  • Attend and participate in interdepartmental meetings and training.

Special Tribal Criminal Jurisdiction (STCJ) & VAWA Compliance

  • Lead the planning, coordination, implementation, and ongoing operation of Special Tribal Criminal Jurisdiction (STCJ) within the Tribal justice system.
  • Ensure full compliance with the requirements of VAWA 2013 and VAWA 2022.
  • Develop, implement, and maintain STCJ-related policies, procedures, and prosecution protocols.
  • Serve as liaison between the Tribe and federal agencies (DOJ, BIA, OVW) and partner jurisdictions, as directed.
  • Coordinate with victim services programs to ensure culturally competent, trauma-informed services for victims of domestic violence, dating violence, sexual violence, sex trafficking, child violence, obstruction of justice, and stalking.
  • Track STCJ cases, outcomes, and overall program effectiveness.
  • Recommend programmatic improvements and prepare performance and compliance reports for Tribal leadership and funding agencies.

Grant-Funded Project Coordination (Dedicated Project Coordinator)

  • Serve as the Dedicated Project Coordinator as required under grant funding.
  • Coordinate regularly scheduled meetings of STCJ planning and implementation partners.
  • Coordinate training and technical assistance for STCJ partners.
  • Ensure achievement of project goals and objectives necessary to launch, operate, and sustain the STCJ program.
  • Monitor project timelines, deliverables, and compliance benchmarks associated with grant funding.

Grants, Reporting, & Performance Monitoring

  • Manage grant applications, budgets, reporting, and data collection related to VAWA and STCJ.
  • Maintain accurate financial, statistical, and programmatic reporting to funders and Tribal leadership.
  • Submit required criminal justice reports, including Washington State Patrol disposition forms.
  • Maintain crime statistics and forward reports to the BIA and Tribal Administration.
  • Maintain accurate data collection systems to support audits, evaluations, and performance outcomes.

Audits, Certifications & Systems Compliance

  • Ensure police officers maintain bi-annual State ACCESS and Federal NCIC certifications.
  • Complete and manage triennial Washington State Patrol audits.
  • Complete and manage triennial DOJ/Federal audits and assist other Tribal ORIs with audit preparation and compliance.
  • Support audits and compliance reviews related to STCJ programs and grant funding.

Administrative & Office Support

  • Provide administrative support for the Tribal Attorney’s Office, including greeting the public, answering phones, screening and routing calls, and taking messages.
  • Handle emergency and non-emergency incoming calls with professionalism and a calm demeanor.
  • Assist officers and staff with administrative and office support as needed.
  • Transcribe correspondence and directives for police agencies, department heads, and elected officials.
  • Maintain office supplies
  • Assist with travel arrangements for staff and witnesses.

Procurement & Fiscal Responsibilities

  • Serve as Department Procurement Officer in Microix for the Police Department and Tribal Attorney’s Office.
  • Process purchase orders, bills, equipment requests, maintenance payments, budgeting, and travel/training reimbursements as needed.
  • Coordinate with the Quileute Tribe Finance Department and maintain fiscal accountability in accordance with Procurement Policies.

Additional Duties

  • Maintain bi-annual Federal CJIS Security Awareness and NCIC certification.
  • Complete ACCESS TAP terminal training within 30 days of employment.
  • Maintain annual TAC training and certification.
  • Complete required FBI and CJIS systems training.
  • Complete Adjudication Certification training.
  • Complete and maintain all additional required training and certifications as directed by supervisors.
  • Complete evidence tech training and certification for documentation and chain of custody
  • Assist with implementation of statistical data systems and forward crime data reports to the BIA and Department Administration, as needed with supervisor oversight.
  • Perform other duties as assigned.

SKILLS, KNOWLEDGE AND ABILITIES

· Comprehensive understanding of court operations, legal terminology, and criminal case management procedures.

· Knowledge of Tribal, local, and State criminal justice systems, including jurisdictional issues in Indian Country.

· Experience in budget development, grant administration, financial tracking, and reporting.

· Strong leadership, organizational, interpersonal, and problem-solving skills.

· Excellent verbal and written communication skills.

· Ability to maintain strict confidentiality, professionalism, and integrity when handling sensitive matters.

· Proficiency with case management systems, database management, and Microsoft Office Suite.

· Ability to work independently, exercise sound judgment, prioritize tasks, and meet multiple deadlines in a fast-paced environment.

· Proficiency with standard office equipment and word processing, with strong attention to accuracy, grammar, and punctuation.

· Knowledge of community, Tribal, county, and State resources and the ability to maintain effective interagency relationships.

· Demonstrated cultural sensitivity and ability to work effectively with Indigenous communities and culturally diverse populations.

· Ability to remain calm, professional, and effective in crisis situations.

· Demonstrated initiative and ability to learn and apply new skills and technologies.

· Ability to establish and maintain effective working relationships with internal staff, external partners, and law enforcement agencies.

· Ability and willingness to work collaboratively with the Quileute Police Department, Tribal Attorney’s Office, Tribal Court, and Tribal Government Offices.

· Ability to understand, respect, and apply Quileute cultural values in professional responsibilities.

Work environment:

Employees risk physical hazard from violent, aggressive, and hostile individuals that visit the Police Department, a variety of weapons, noise, exposure to bio‐hazard, communicable diseases, hazardous materials, chemicals, bodily fluids, sharp objects, drugs and drug paraphernalia.

This position has a risk of litigation due to inherent liabilities and performance of duties.

Physical demands:

Ability to perform duties under pressure, maintain professional demeanor in crisis situations, and manage prolonged periods of administrative and computer-based work.

SUPERVISORY RESPONSIBILITY:

Some supervisory responsibilities are associated with this position.

QUALIFICATIONS:

Required Qualifications:

  • Associate degree required.
  • U.S. citizen or lawful permanent resident.
  • Possession of a valid Washington State Driver’s License.
  • Ability to obtain and maintain Washington State Patrol (WSP) CJIS Security Awareness and ACCESS Level II certification.
  • Ability to pass an enhanced background check required for this safety-sensitive position.
  • Ability to comply with the Tribe’s Drug-Free Workplace Policy.
  • Willingness and ability to travel for short durations for required training and certification.

Preferred Qualifications:

  • Bachelor’s degree in public administration, Criminal Justice, or a related field preferred.
  • Demonstrated knowledge of Indian Law, particularly jurisdictional issues in Indian Country.
