Job Description:
Under general supervision, the successful candidate will perform work of considerable difficulty as a member of the Energy Efficiency and Renewable Energy (EERE) unit in the review and evaluation in matters concerning the regulation of Electric and Natural Gas utilities in Georgia.
Qualifications/Responsibilities
· A Utilities Engineer on the EERE Staff conducts independent analyses on a wide range of issues related to utility ratemaking and integrated resource planning by applying critical review, utility regulatory practices, and standards related to engineering.
· EERE Staff’s focus is primarily on Demand Side Management, Energy Efficiency Programs, and the procurement and policy recommendations related to Renewable/Carbon Free Energy (Solar, Wind, and Battery Energy Storage Systems).
· To accomplish this, Staff members are given individual assignments to formulate strategies in the preparation of team recommendations. Staff is often assigned to work on multiple projects concurrently with varying deadlines and may be assigned to work with hired subject matter experts to direct and manage their work.
· Staff members typically present the team’s analyses and recommendations, in oral and written form, in the Commission’s public meetings. Staff may also present and defend the team’s work as an expert witness.
· Staff routinely meets with utility representatives, stakeholders, and the Commissioners on pertinent issues and is involved in settlement negotiations to reach agreement on issues.
· Staff routinely speaks with the general public and responds to customer inquiries regarding utility service.
· Staff is required to stay current in this ever changing field and must take the initiative to increase his/her knowledge-base by reviewing industry publications on a regular basis and attending in-house and external training opportunities as presented.
Minimum Training, Experience, Skills and Abilities: Completion of a bachelor’s degree in engineering. Good oral and written communication skills. Demonstrated knowledge, or ability to acquire knowledge, of engineering principles and practices as applied to Energy Efficiency and Renewable Energy.
Preferred Qualifications: One or more of the following: Completion of a graduate degree in accounting, finance, economics, public administration, or related field; or professional work experience in utility regulatory ratemaking, accounting, engineering or economics; experience in presenting expert testimony in regulatory proceedings. Prior work experience in the Energy Efficiency or Renewable Energy field is preferred.
