The Utilities Services Supervisor is responsible to plan, organize, direct, and supervise a variety of activities associated with the operations, maintenance, installation, monitoring, and repair of the City's water distribution or wastewater collection systems infrastructure and equipment; and to perform a variety of technical tasks related to assigned area of responsibility.

Essential Functions:
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for installing, maintaining, repairing and monitoring the City’s water distribution or wastewater collection systems.
Plan, prioritize, assign, supervise, and review the work of staff involved in the maintenance, treatment, and monitoring of the City’s water distribution or wastewater distribution systems.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; manage performance; implement discipline procedures.
Respond to questions and concerns regarding water quality and operational issues; receive complaints and concerns; investigate water quality issues.
Serve as liaison between division and regulatory agencies; ensure reporting requirements are met.
Prepare specifications for construction related projects; participate in the selection of consultants.
Review work orders to ensure accuracy of data and satisfactory completion of work.
Coordinate assigned activities across departments.
Coordinate work with outside contractors; monitor work performed and associated costs.
Assess the needs of, and manage the use of, equipment used in the maintenance and repair of the water distribution or wastewater collection system.
Coordinate work unit safety program; coordinate and provide training as appropriate.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Coordinate the solicitation of bids for equipment, supplies, and materials; requisition supplies and equipment.
Oversee system-related construction projects; ensure compliance with City standards and specifications.
Collect and interpret a variety of technical data related to assigned system; direct and modify activities as required.
If assigned, assume the role of Shift Operator.
Represent the division on committees and to outside organization.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.
Marginal Functions:
Perform related duties as assigned.
Knowledge of:
Materials, methods, practices, equipment, and elements of construction, maintenance, and repair as they relate to the assigned functional area.
Types and level of maintenance and repair activities generally performed on water distribution system and/or wastewater collection system.
Principles of supervision, training, and performance evaluation.
Principles and practices of safety management.
Principles and practices of budget monitoring.
Pertinent federal, state, and local laws, ordinances, and rules.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Organize, implement, and direct assigned operations and activities.
Interpret and explain pertinent City and department policies and procedures.
Assist in the development and monitoring of an assigned program budget.
Read and interpret blueprints, drawings, plans, specifications, and related technical documents.
Develop and recommend policies and procedures related to assigned operations.
Plan, estimate, direct, coordinate, schedule, and review the work of others.
Identify and implement effective courses of action to complete assigned work.
Diagnose maintenance and operational problems and develop appropriate course of action.
Maintain accurate records and prepare reports. Supervise, train, and evaluate assigned staff.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Operate office equipment including computers and supporting word processing, spreadsheets, and database applications.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience performing construction, maintenance, and repair work in a water or wastewater utility, including one year of supervisory responsibility.
Training:
Equivalent to an associate’s degree from an accredited college with major course work in wastewater technology, chemistry, environmental science, business administration, public administration, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver's license.
When assigned to Water:
Possession of Grade II Water Treatment Operator issued by the State of California at the time of appointment.
Possession of Grade IV Water Distribution Operator certificates issued by the State of California at the time of appointment.
Possession of a backflow tester certificate issued by the American Water Works Association (AWWA) desirable.
When assigned to Wastewater Collections:
Possession of a Grade III Collection System Maintenance certification issued by the California Water Environment Association (CWEA) within one (1) year of appointment.
Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination.
Additional Requirements:
Must be a minimum 18 years of age at time of application.
During the course of employment, may be required to attend and successfully complete training courses as needed to perform assigned duties, such as First Aid and CPR.
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 25 pounds; occasionally up to 50 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise.
WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some duties involve working outside in a variety of climates and exposure to equipment and machinery. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
