The Utility Foreman is responsible for supervising and coordinating all utility-related activities during road construction projects. This includes installation, relocation, and maintenance of underground and above-ground utilities such as water, sewer, stormwater drainage, electrical conduits, and telecom lines. The foreman ensures work is completed safely, on schedule, and according to project specifications and quality standards.

Key Responsibilities

1. Site Supervision

  • Supervise daily activities of utility crews involved in road construction projects.
  • Coordinate installation of utilities such as water pipelines, sewer lines, storm drains, electrical ducts, and telecom conduits.
  • Ensure proper alignment, levels, and installation according to drawings and specifications.

2. Work Planning & Coordination

  • Plan daily work schedules for crew members.
  • Coordinate with site engineers, surveyors, and project managers to ensure smooth workflow.
  • Ensure required materials, equipment, and manpower are available before work begins.

3. Safety Compliance

  • Enforce site safety policies and procedures.
  • Conduct daily toolbox talks and ensure workers use proper PPE.
  • Identify potential hazards related to trenching, excavation, and underground utilities.

4. Quality Control

  • Ensure work meets project specifications, engineering drawings, and quality standards.
  • Monitor trench depth, pipe bedding, compaction, and backfilling processes.
  • Report and rectify any deviations or defects.

5. Equipment & Materials Management

  • Monitor usage of construction equipment such as excavators, compactors, and loaders.
  • Ensure proper handling and storage of pipes, fittings, and other utility materials.
  • Track material consumption and report shortages.

6. Documentation & Reporting

  • Maintain daily work progress reports.
  • Record manpower, equipment usage, and completed quantities.
  • Report progress, delays, or issues to the Site Engineer or Project Manager.

Required Qualifications

  • Diploma or Technical Certification in Civil Engineering or Construction Technology (preferred).
  • Minimum 5–10 years of experience in road construction, with at least 3 years in a supervisory role.
  • Experience in utility installation, drainage systems, and underground services.

Required Skills

  • Strong knowledge of road construction utilities and trenching works.
  • Ability to read and interpret construction drawings and utility layouts.
  • Leadership and team management skills.
  • Knowledge of construction safety practices.
  • Good communication and coordination skills.
