The City of Wills Point is seeking a Utilities Superintendent to join our team.
Position Overview:
Position is responsible for planning, directing and reviewing the activities of the Public Works Department, including engineering, water/wastewater, construction inspections, traffic operations and street maintenance; coordinates assigned activities with other City departments and outside agencies; and, provide highly responsible and complex administrative support to the City Administrator; Responsible for planning, organizing, directing and coordinating the activities of the several divisions comprising the Public Works Department. The Utilities Superintendent is responsible for determining major departmental policies, for planning long-term programs and for making difficult technical decisions.
Key Responsibilities Include but are not limited to:
1. Plan, direct and review the activities of the Public Works Department, including engineering, water/wastewater, construction inspections, traffic operations and street maintenance; coordinates assigned activities with other City departments and outside agencies.
2. Responsible for planning, organizing, directing and coordinating the activities of the several divisions, comprising the Public Works Department.
3. Develop, plan, and implement long and short-term departmental goals and objectives; recommend and administer policies and procedures.
4. Supervise and participate in the development and implementation of Public Works projects including preparing and monitoring project budgets and completion deadlines and other Public Works project management issues.
5. Formulate long-range plans for engineering, water/wastewater, construction inspection, street maintenance, and traffic operations. Confer with and advise administrative staff on problems related to the maintenance and operations of Public Works infrastructure and related systems and the interpretation and related enforcement of rules and regulations.
6. Serve as advisor to the City Administrator and City Council on Public Works matters; conduct special studies and assignments; develop comprehensive recommendations for City management use.
7. Select, train, motivate, and evaluate Public Works personnel; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate Public Works staff training; work with and/or counsel with employees to correct deficiencies.
8. Respond to and resolve the most difficult citizen inquiries and complaints related to City Public Works. Meet with the public in small and large groups to discuss City Public Works policies, practices, and problems.
9. Determine the need for new equipment and facilities and major repair and rebuilding projects. Coordinate Public Works activities with other City departments and with outside agencies.
10. Maintain departmental awareness of contemporary developments in Public Works management and the related fields of specialty. Perform related duties, as assigned.
11. Prepare budget estimates for the Public Works Department.
12. Use excellent customer service skills to establish and maintain effective working relationships with other employees, City officials, other state and/or federal agencies/personnel and all members of the general public.
13. Demonstrate continuous effort to improve Public Works operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
14. Knowledgeable in the methods, procedures, and standard practices of civil engineering applicable to public works programs, projects, and functions.
15. Knowledgeable in the federal, state, local, City and other applicable environmental and safety statutes, ordinances, and codes.
16. Knowledgeable in and involvement in the public hearing, review, and approval processes pertaining to Public Works’ projects and the Public Works Department generally.
17. Knowledgeable in the state regulations and City policies regarding safety training and safe work practices.
18. Serve as a member of various committees (including staff committees), as required and/or assigned.
19. Operate a motor vehicle to assist in carrying out the business of the Public Works Department and the City.
20. Maintain a variety of work records, personnel records, records of purchases and expenditure, and prepare appropriate periodic and special reports so that the City administration can stay up to date on all aspects of the Public Works Department.
21. Responsible for timely submission of required reports as required by TCEQ.
22. Responsible for timely submission of water samples taken as required by TCEQ.
23. Knowledge of and responsibility to adhere to all TCEQ rules and regulations.
24. Oversee compliance with all EPA, TDH, TCEQ and other regulatory bodies concerning water/wastewater.
25. Provide staff support to various boards and commissions, as needed and/or assigned.
26. Attend professional development workshops and conferences to keep abreast of trends and developments in the respective fields of responsibility and in the Public Works area.
27. Attends City Council as required.
QUALIFICATIONS:
Knowledge, Skills and Abilities
Must possess basic knowledge of applicable codes, ordinances and regulations regarding the building industry. Must possess the skills to communicate in writing and orally, must be capable of making reports and oral presentations; must have the ability to maintain working relationships and communicate with the public and City employees and City administration; ability to deal with the public in a safe and friendly manner; knowledge of computer, electrical, water and mechanical operations related to Public Works; ability to handle and control animals in a safe manner. Possession of a valid driver’s license, in good standing, is required. Ability to work in extreme cold, heat and temperature swings; Ability to work with exposure to dust and fumes. Ability to walk, carry, climb, kneel, sit, squat (in awkward positions), and stand for extended periods of time.
License and Certificates
Must possess a high school diploma or GED. Must hold a Certificate of Competency for Surface Water Operator Grade B as issued by TCEQ. Must hold a Wastewater Treatment Plant Operator minimum Class C certificate, (B preferred) as issued by the TCEQ. Must work toward Water and Wastewater Operator B License if not possessed at time of hire. Must have a valid Texas Driver’s License without record of suspension or revocation in any state.
Experience and Education
Must be knowledgeable of applicable Federal, State and local laws, codes and regulations. Must have a minimum of 5 years’ experience as water treatment plant operator.

Pay: $30.00 - $34.00 per hour
