The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Vietnam works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Vietnamese government in areas that are part of the EU’s remit.

We offer

The post of Project Assistant (Local Agent Group II) in the Delegation’s Cooperation Section for a definite term contract of 2 years with possibility to be extended. The team consists of 16 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing support, expertise and assistance in cooperation activities.

Objectives of the post

To contribute, under the supervision of the Head of Cooperation and the Deputy Head of Cooperation, to the formulation, elaboration and implementation of development cooperation programmes in Vietnam and the region, in the areas of green and digital transformation, including - among others - climate change mitigation and adaptation, decarbonization of the economy of the energy and transport sectors, environmental protection, circular economy, human resource development and environmental, social and governance standards;

Assist in the design and implementation of the EU strategic communication approach on the EU-Vietnam partnership and the Global Gateway Strategy implementation in Vietnam.

Main tasks and duties

Programme/project Management

  • Ensure high quality project cycle management, including identification, design, contracting and monitoring of the implementation of programmes and projects under the development cooperation portfolio of the EU in Vietnam;
  • As part of the project cycle management tasks, assist in the review and approval of work plans and related documents, undertake field missions to programme/project sites, contribute to conflict resolution as needed, monitor compliance with the practical guide on contract procedures for EU external action, monitor performance of programme/project managers and implementing partners, assess contractual obligations and performance against agreed work plans, draft terms of reference for mid-term reviews and evaluations;
  • Continuously assist in the EU’s programming exercise towards the identification of priority areas of engagement and horizontal sector for EU cooperation with Vietnam;
  • Contribute to horizontal tasks related to the cooperation portfolio, such as draft briefings, prepare high level visits and events, reporting to Headquarters on project forecasts, implementation, results and impact;
  • Assist the communication coordinator of the EU Delegation, placed within the cooperation section team, in the EU’s strategic communication activities.

Cross-cutting Issues

  • Actively ensure visibility on EU and wider Team Europe actions in Vietnam;
  • Foster aid effectiveness of EU co-financed programmes/projects through development partner harmonization and alignment;
  • Contribute to the EU Delegation's internal and external reporting;
  • Contribute to ensuring that cross-cutting issues such as gender, disability, human rights, climate change and migration are mainstreamed in EU development cooperation;
  • Coordinate closely with colleagues in the Cooperation and the Finance, Contracts and Audit sections of the EU Delegation on programme/project related issues; coordinate with colleagues in the Political and Trade sections of the EU Delegation on policy related issues;
  • Coordinate closely with all other sections of the Delegation with the aim to strategically communicate about the EU in Vietnam and the region;
  • Actively promote coordination between EU co-financed programmes/projects and those funded by Government, EU Member States and other development partners; establish and maintain effective working relations with all external partners;
  • The jobholder can be asked to support other priorities of the Delegation as defined by the Ambassador for up to 20% of his/her total working time.

The base salary will depend on relevant and verified employment experience, typically starting from EUR1,893.00 . There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date is 01 April 2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Relevant university degree;
  • Proven relevant working experience of at least three years in the field of international development cooperation and related project management;
  • Experience in all phases of project cycle management and logical framework analysis;
  • Knowledge and professional experience in the areas of focus as mentioned under job objective;
  • Experience in working for or closely with Government entities, Non-State Actors, international organizations and/or other development partners;
  • Proficiency in English and Vietnamese, written and spoke;
  • Familiarity with Microsoft Office Tools (e.g. Word, Excel, Power Point and Teams).

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Master’s degree in one or more fields relevant to the sectors covered by this post;
  • Knowledge of the EU institutions and the EU policies, programmes and procedures;
  • Experience in working with EU Member States;
  • Capacity to communicate clearly and speak in public and at institutional level with public authorities and stakeholders;
  • Ability to develop and assess programmes/projects in terms of results and impact;
  • Ability to draft briefings and concept notes concisely and clearly;
  • Ability to listen, consult and share information and ideas in a clear way;
  • Ability to work both independently and in teams;
  • Ability to proactively raise issues in a clear and direct way;
  • Ability to identify and analyse key points in verbal and written information, evaluate alternatives objectively and critically and make sound, logical and well-argued judgments taking on board the impact of decisions;
  • Ability to work autonomously and report regularly to the line manager on key issues;
  • Capacity to focus on priorities and organize work to deliver on time;
  • Ability to work in a multicultural and multilingual environment;
  • Capacity to monitor progress of work, organize reviews and supervise programme/project teams;
  • Ability to resolve conflicts;
  • Flexibility to work under pressure and respond quickly to new demands, not necessarily always within the specific area of expertise of the job holder;
  • Commitment to quality, speed and accuracy in performing technical and procedural duties;
  • High degree of responsibility in handling EU funding;
  • Good knowledge of innovative software and media tools.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
